SB 1393 - Currently, there are six circuit judges and nine associate circuit judges in the 11th Judicial District, located in St. Charles County. This act provides for an additional two circuit judges and one associate circuit judge. The new judges shall be elected in 2028 with terms beginning January 1, 2029. The new associate circuit judge position shall not be included in the automatic increases in the number of associate judge positions provided by the statutory formula based on population.

AN ACT
To repeal section 478.600, RSMo, and to enact in lieu thereof one new section relating to judges
in the eleventh judicial circuit.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Section 478.600, RSMo, is repealed and one new 1
section enacted in lieu thereof, to be known as section 478.600, 2
to read as follows:3
478.600. 1. There shall be four circuit judges in the 1
eleventh judicial circuit. These judges shall sit in 2
divisions numbered one, two, three and four. Beginning on 3
January 1, 2007, there shall be six circuit judges in the 4
eleventh judicial circuit and these judges shall sit in 5
divisions numbered one, two, three, four, five, and seven. 6
The division five associate circuit judge position and the 7
division seven associate circuit judge position shall become 8
circuit judge positions beginning January 1, 2007, and shall 9
be numbered as divisions five and seven. Beginning on 10
January 1, 2029, there shall be eight circuit judges in the 11
eleventh judicial circuit. These judges shall sit in 12
divisions numbered one, two, three, four, five, seven, 13
seventeen, and eighteen. 14
2. The circuit judge in division two shall be elected 15
in 1980. The circuit judge in division four shall be 16
elected in 1982. The circuit judge in division one shall be 17

elected in 1984. The circuit judge in division three shall 18
be elected in 1992. The circuit judges in divisions five 19
and seven shall be elected [for a six-year term] in 2006. 20
The circuit judges in divisions seventeen and eighteen shall 21
be elected in 2028. 22
3. Beginning January 1, 2007, the family court 23
commissioner positions in the eleventh judicial circuit 24
appointed under section 487.020 shall become associate 25
circuit judge positions in all respects and shall be 26
designated as divisions nine and ten respectively. These 27
positions may retain the duties and responsibilities with 28
regard to the family court. The associate circuit judges in 29
divisions nine and ten shall be elected in 2006 for full 30
four-year terms. 31
4. Beginning on January 1, 2007, the treatment court 32
commissioner position in the eleventh judicial circuit 33
appointed under section 478.003 shall become an associate 34
circuit judge position in all respects. Such associate 35
circuit judge shall be elected in 2006 for a full four-year 36
term. This associate circuit judgeship shall not be 37
included in the statutory formula for authorizing additional 38
associate circuit judgeships per county under section 39
478.320. 40
5. Beginning in fiscal year 2015, there shall be one 41
additional associate circuit judge position in the eleventh 42
judicial circuit. The associate circuit judge shall be 43
elected in 2016. This associate circuit judgeship shall not 44
be included in the statutory formula for authorizing 45
additional circuit judgeships per county under section 46
478.320. Beginning in fiscal year 2019, there shall be one 47
additional associate circuit judge position in the eleventh 48
judicial circuit. The associate circuit judge shall be 49

elected in 2020. This associate circuit judgeship shall not 50
be included in the statutory formula for authorizing 51
additional circuit judgeships per county under section 52
478.320. 53
6. There shall be one additional associate circuit 54
judge position in the eleventh judicial circuit. The 55
associate circuit judge shall be elected in 2028. This 56
associate circuit judge shall not be included in the 57
statutory formula for authorizing additional associate 58
circuit judges per county as provided in section 478.320. 59
