AN ACT
To repeal section 484.020, RSMo, and to enact in lieu thereof one new section relating to the
unauthorized practice of law, with penalty provisions.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Section 484.020, RSMo, is repealed and one new 1
section enacted in lieu thereof, to be known as section 484.020, 2
to read as follows:3
484.020. 1. No person shall engage in the practice of 1
law or do law business, as defined in section 484.010, or 2
both, unless he shall have been duly licensed therefor and 3
while his license therefor is in full force and effect, nor 4
shall any association, partnership, limited liability 5
company or corporation, except a professional corporation 6
organized pursuant to the provisions of chapter 356, a 7
limited liability company organized and registered pursuant 8
to the provisions of chapter 347, or a limited liability 9
partnership organized or registered pursuant to the 10
provisions of chapter 358, engage in the practice of the law 11
or do law business as defined in section 484.010, or both. 12
2. Unless duly licensed in this state to practice law 13
or law business, it shall be an unauthorized practice of law 14
subject to injunctive relief and liability under subsection 15
3 of this section for any person, association, partnership, 16
limited liability company, or corporation to provide, 17

regardless of whether compensation is paid, papers, 18
pleadings, or documents to be used in connection with 19
proceedings pending or prospective before any court of 20
record, commissioner, referee or any body, board, committee, 21
or commission constituted by law or having authority to 22
settle controversies that are produced or generated by the 23
use of artificial intelligence. As used in this subsection, 24
the term "artificial intelligence" means a machine-based 25
system that can, for a given set of human-defined 26
objectives, make predictions, recommendations, or decisions 27
influencing real or virtual environments. 28
3. Any person, association, partnership, limited 29
liability company or corporation who shall violate the 30
foregoing prohibition of this section shall be guilty of a 31
misdemeanor and upon conviction therefor shall be punished 32
by a fine not exceeding one hundred dollars and costs of 33
prosecution and shall be subject to be sued for treble the 34
amount which shall have been paid him or it for any service 35
rendered in violation hereof by the person, firm, 36
association, partnership, limited liability company or 37
corporation paying the same within two years from the date 38
the same shall have been paid and if within said time such 39
person, firm, association, partnership, limited liability 40
company or corporation shall neglect and fail to sue for or 41
recover such treble amount, then the state of Missouri shall 42
have the right to and shall sue for such treble amount and 43
recover the same and upon the recovery thereof such treble 44
amount shall be paid into the treasury of the state of 45
Missouri. 46
[3.] 4. It is hereby made the duty of the attorney 47
general of the state of Missouri or the prosecuting attorney 48
of any county or city in which service of process may be had 49

upon the person, firm, association, partnership, limited 50
liability company or corporation liable hereunder, to 51
institute all suits necessary for the recovery by the state 52
of Missouri of such amounts in the name and on behalf of the 53
state. 54
