SB 1404 - This act requires school districts and charter schools to notify parents of enrolled students if the school district or charter school uses, has used in the past 12 months, or in the future intends to use a tutoring program or service that is at least 50% owned by entities outside the United States. AN ACT
To amend chapter 171, RSMo, by adding thereto one new section relating to tutoring programs
and services.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 171, RSMo, is amended by adding thereto 1
one new section, to be known as section 171.216, to read as 2
follows:3
171.216. 1. Each school district and charter school 1
that currently uses, has used within the past twelve months, 2
or in the future intends to use a tutoring program or 3
service with at least a fifty percent ownership interest 4
held outside the United States shall notify the parent of 5
each student enrolled in such school district or charter 6
school. 7
2. Such notice shall contain: 8
(1) The name of the tutoring program or service; 9
(2) A disclosure of the owner holding a majority 10
ownership interest in such tutoring program or service; and 11
(3) Whether such owner is designated as a foreign 12
adversary of the United States pursuant to 15 CFR 791.4 as 13
of the first day of the school year in which the notice is 14
sent to such parent. 15
