AN ACT
To amend chapter 640, RSMo, by adding thereto one new section relating to discharging fluoride
into water used for human consumption.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 640, RSMo, is amended by adding thereto 1
one new section, to be known as section 640.1000, to read as 2
follows:3
640.1000. 1. Notwithstanding any provision of law to 1
the contrary, it shall be unlawful for a public water supply 2
district, operating under chapter 247, or a public water 3
system, as defined in section 640.102, to discharge fluoride 4
into water used for human consumption. 5
2. Any individual may report violations of this 6
section to the department of natural resources. If the 7
department finds that a violation occurred, the department 8
shall ask the attorney general to commence a civil action in 9
a court of competent jurisdiction. If the court finds that 10
a violation occurred, the court may grant damages, 11
injunctive relief, attorney fees, and any such other relief 12
the court finds appropriate. 13
