SB 1582 - Under this act, the University of Missouri shall establish a governance board that reports to the General Assembly on research projects related to rare pediatric diseases. The act defines a "rare pediatric disease" as a life-threatening or chronically debilitating condition affecting fewer than 200,000 individuals under the age of 18 in the United States.

The governance board shall include representatives from University of Missouri health care and research facilities, a patient or family advocate, a nonprofit or industry partner, and appointees from the General Assembly, as specified in the act.

The governance board shall submit an annual public report to the General Assembly by December 31 of each year from 2026 to 2029. The report shall include information on research projects initiated and completed, key outcomes achieved, funds expended and leveraged, and any legislative recommendations.

The provisions of this act shall expire on June 30, 2030.

AN ACT
To amend chapter 172, RSMo, by adding thereto one new section relating to rare pediatric disease
research.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 172, RSMo, is amended by adding thereto 1
one new section, to be known as section 172.921, to read as 2
follows:3
172.921. 1. As used in this section, the following 1
terms mean: 2
(1) "MURR", the University of Missouri research 3
reactor; 4
(2) "Radiotheranostics", a treatment approach using 5
radioisotopes for both diagnosis and therapy; 6
(3) "Rare pediatric disease", a life-threatening or 7
chronically debilitating disease that affects fewer than two 8
hundred thousand individuals under eighteen years of age in 9
the United States; 10
(4) "University", the University of Missouri system 11
and its constituent campuses. 12
2. The university shall establish a governance board 13
composed of: 14
(1) Representatives from the school of medicine, MURR, 15
Ellis Fischel Cancer Center, and NextGen Precision Health; 16

(2) One appointee from each chamber of the general 17
assembly, appointed by the speaker of the Missouri house of 18
representatives and the president pro tempore of the 19
Missouri senate; 20
(3) One patient or family advocate representative; and 21
(4) One member representing a collaborating nonprofit 22
or industry partner. 23
3. The governance board shall submit an annual public 24
report to the general assembly no later than December thirty- 25
first of each year detailing: 26
(1) Research projects related to radiotheranostics in 27
the treatment of rare pediatric disease initiated and 28
completed; 29
(2) Key outcomes achieved; 30
(3) Funds expended and leveraged; and 31
(4) Any legislative recommendations. 32
4. This section shall expire on June 30, 2030. 33
