AN ACT
To repeal section 105.510, RSMo, and to enact in lieu thereof one new section relating to public
labor organizations.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Section 105.510, RSMo, is repealed and one new 1
section enacted in lieu thereof, to be known as section 105.510, 2
to read as follows:3
105.510. 1. Public employees, except police, deputy 1
sheriffs, Missouri state highway patrolmen, [Missouri] and 2
employees of the department of the National Guard[, all 3
teachers of all Missouri schools, colleges and universities, 4
of any public body] shall have the right to form [and], 5
join, or terminate membership in a labor [organizations] 6
organization at any time, and [to] may present proposals to 7
any public body relative to salaries and other conditions of 8
employment through the representative of their own 9
choosing. No such employee shall be discharged or 10
discriminated against because of his exercise of such right, 11
nor shall any person or group of persons, directly or 12
indirectly, by intimidation or coercion, compel or attempt 13
to compel any such employee to join or refrain from joining 14
a labor organization, except that the above excepted 15
employees have the right to form benevolent, social, or 16
fraternal associations. Membership in such associations may 17

not be restricted on the basis of race, creed, color, 18
religion or ancestry. 19
2. A labor organization or public body may not place a 20
restriction on the time that a public employee of a school 21
district may join or terminate membership in a labor 22
organization. 23
