AN ACT
To repeal section 621.135, RSMo, and to enact in lieu thereof one new section relating to the
administrative hearing commission.

Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Section 621.135, RSMo, is repealed and one new 1
section enacted in lieu thereof, to be known as section 621.135, 2
to read as follows:3
621.135. 1. The provisions of chapter 536, and any 1
amendments thereto, except those provisions or amendments 2
which are in conflict with sections 621.015 to 621.198, and 3
any civil rule hereafter adopted which supersedes an 4
applicable provision of chapter 536, shall apply to and 5
govern the proceedings of the administrative hearing 6
commission and the rights and duties of the parties involved. 7
2. Notwithstanding the provisions of subsection 1 of 8
this section, a change of commissioner shall be ordered in 9
any case upon the timely filing of a written application 10
therefor by a party. The application need not allege or 11
prove any cause for such change of commissioner and need not 12
be verified. The application must be filed within twenty 13
days from the issuance of the notice of a complaint or 14
thirty days from the designation of the commissioner, 15
whichever time is longer. In the case of an intervenor, the 16
application must be filed within ten days of intervention. 17
