AN ACT
To repeal section 319.019, RSMo, and to enact in lieu thereof one new section relating to
underground facilities.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Section 319.019, RSMo, is repealed and one new 1
section enacted in lieu thereof, to be known as section 319.019, 2
to read as follows:3
319.019. The underground facility owner shall ensure 1
that all new and active underground facilities installed on 2
any real property after August 28, [2025] 2026, with the 3
exception of all storm sewers, regardless of the depth of 4
installation, and sanitary sewer mains and laterals 5
installed at depths more than six feet, shall be installed 6
with a detectible underground location device unless the 7
facility is capable of being detected from above ground with 8
an electronic locating device. 9
