AN ACT
To repeal section 160.663, RSMo, and to enact in lieu thereof one new section relating to master
key boxes in schools.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Section 160.663, RSMo, is repealed and one new 1
section enacted in lieu thereof, to be known as section 160.663, 2
to read as follows:3
160.663. 1. As used in this section, the following 1
terms mean: 2
(1) "Anti-intruder door lock", a mechanical or 3
electronic door-locking mechanism on an interior door that 4
is designed to keep an intruder from entering an interior 5
room that shall: 6
(a) Be capable of: 7
a. Locking from inside or outside the room; 8
b. Unlocking from outside the room with a key or other 9
approved means; and 10
(b) Control access to the room; 11
(2) "Exterior door or entryway", any location of 12
normal ingress and egress into or out of a school building; 13
(3) "Interior door", an egress door from a classroom, 14
office, or other occupied room that provides access to the 15
interior of a building; 16

(4) "Master key box", an exterior secure master key 17
box that meets the standards prescribed under Underwriters 18
Laboratories Standard 1037 for use by fire protection and 19
law enforcement. 20
2. Except as otherwise provided in this section, each 21
school district and charter school shall equip each interior 22
door with an anti-intruder door lock. 23
3. (1) A school district or charter school may equip 24
each school with one or more master key boxes to contain the 25
necessary keys and access tools for fire protection and law 26
enforcement agencies to gain access to exterior or interior 27
doors or entryways, including those equipped with an anti- 28
intruder door lock required under this section. 29
(2) On or before July 1, 2028, a school district or 30
charter school shall equip each school with at least one 31
master key box as provided in subsections 7 to 10 of this 32
section. 33
4. Notwithstanding any provision of this section to 34
the contrary, a school district or charter school shall not 35
be required to equip an interior door with an anti-intruder 36
door lock under this section unless the general assembly 37
specifically appropriates moneys to cover all costs related 38
to equipping such door or entryway with such lock. 39
5. (1) Each interior door installed after August 28, 40
2029, shall be equipped with the required anti-intruder door 41
lock. 42
(2) A school district or charter school may receive 43
donations of master key boxes and moneys for the purchase of 44
master key boxes. 45
(3) A school district or charter school may receive 46
donations of anti-intruder door locks and moneys for the 47
purchase of anti-intruder door locks. 48

6. Before or in conjunction with equipping interior 49
doors with anti-intruder door locks, each school district 50
and charter school shall develop and implement school 51
building access policies and practices that control access 52
to individual classrooms. 53
7. On or before July 1, 2028, each school district and 54
charter school shall install at each school at least one 55
master key box. Each master key box shall be installed at 56
an appropriate location to permit law enforcement officers 57
emergency access to each building and classroom or other 58
room on the school grounds. The school district or charter 59
school shall determine the precise location of each key box 60
after consultation with local law enforcement agencies of 61
the jurisdiction in which the school building is located. 62
Each school district or charter school shall provide each 63
local law enforcement agency of the jurisdiction in which 64
the school building is located with a key or access code 65
that permits access to the contents of the master key box. 66
8. Each master key box installed pursuant to 67
subsection 7 of this section shall contain: 68
(1) The keys and other access control devices 69
necessary to access each building and room on the entire 70
school grounds; and 71
(2) Accurate maps of the entire school grounds that 72
identify and label: 73
(a) Access points to each building's interior, 74
including rooms, doors, stairwells, and hallways. The maps 75
shall include the identifiers or names utilized by staff and 76
students to identify the rooms, doors, stairwells, and 77
hallways on the map; 78

(b) Locations of critical utilities, master key boxes, 79
automated external defibrillators, trauma kits, and other 80
emergency response aids; and 81
(c) Areas at or near each building, including parking 82
areas, athletic fields, surrounding roads, outbuildings, and 83
neighboring properties. 84
9. Notwithstanding any provision of chapter 610 to the 85
contrary, the contents of a master key box and the 86
information contained therein is not a public record and 87
shall not be made available for public examination. 88
10. An employee of a school district or charter school 89
is immune from civil liability for damages arising out of 90
the installation and use of master key boxes required by 91
this section unless the employee acted with gross negligence 92
or bad faith. 93
