AN ACT
To amend chapter 1, RSMo, by adding thereto one new section relating to recognition of the area
known as Judea and Samaria in the state of Israel.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 1, RSMo, is amended by adding thereto 1
one new section, to be known as section 1.2100, to read as 2
follows:3
1.2100. 1. It is the intent of the general assembly 1
to: 2
(1) Refer to the land controlled by Israel from Jordan 3
during the 1967 Six-Day War by its historical name of "Judea 4
and Samaria", with the land south of Jerusalem being 5
considered "Judea" and the land north of Jerusalem being 6
considered "Samaria"; and 7
(2) No longer use the term "West Bank" in official 8
government materials. 9
2. (1) Except as provided under subsection 3 of this 10
section, a state agency shall not use the term "West Bank" 11
to refer to Judea and Samaria in any official government 12
material. 13
(2) A state agency shall not use state moneys to 14
create any official government material that refers to Judea 15
and Samaria as "West Bank". 16

3. The director of a state agency may waive the 17
prohibition under subsection 2 of this section if the 18
director: 19
(1) Determines that it is in the interests of the 20
state to do so; and 21
(2) Submits a written explanation of the waiver no 22
later than thirty days after the date on which the director 23
of the state agency makes a determination under subdivision 24
(1) of this subsection to both the president pro tempore of 25
the senate and the speaker of the house of representatives. 26
4. As used in this section, the following terms shall 27
mean: 28
(1) "Official government material", a guidance, rule, 29
material, briefing, press release, or communication prepared 30
by a state agency; and 31
(2) "State agency", every department, division, 32
office, board, commission, and institution of this state. 33
