AN ACT
To repeal section 161.412, RSMo, and to enact in lieu thereof one new section relating to grants
to deaf-blind individuals and families.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Section 161.412, RSMo, is repealed and one new 1
section enacted in lieu thereof, to be known as section 161.412, 2
to read as follows:3
161.412. 1. Subject to appropriations, the Missouri 1
commission for the deaf and hard of hearing shall provide 2
grants to: 3
(1) Organizations that provide services for deaf-blind 4
children and their families. Such services may include 5
providing family support advocates to assist deaf-blind 6
children in participating in their communities and family 7
education specialists to teach parents and siblings skills 8
to support the deaf-blind children in their family; 9
(2) Organizations that provide services for deaf-blind 10
adults. Such grants shall be used to provide assistance to 11
deaf-blind adults who are working towards establishing and 12
maintaining independence; and 13
(3) Organizations that train support service 14
providers. Such grants shall be used to provide training 15
that will lead to certification of support service providers 16
in Missouri. 17

2. The commission shall use a request-for-proposal 18
process to award the grants in this section. Organizations 19
that receive grants under this section may expend the grant 20
for any purpose authorized in this section. [The total 21
amount of grants provided under this section shall not 22
exceed three hundred thousand dollars annually.] 23
