SS/SCS/SB 905 - This act establishes the Missouri Rangers and creates provisions relating to a training program for the Missouri Rangers.
This act requires the POST Commission to establish a training program to be known as the "Missouri Rangers", and shall establish minimum standards for training instructors, training centers, and training programs that focus on preventing and responding to emergency or violent crisis situations in school settings.
The arrest powers granted to any person who successfully completes the Missouri Rangers training program shall be limited to property or premises owned, leased, rented, or possessed by the school or school district and firearms offenses. This provision shall not apply to any person who is an active law enforcement officer.

An applicant shall not be granted entry to the training program without successfully completing the physical training requirements for their age range.
The POST commission is granted the authority to promulgate rules for continuing education training for the Missouri Rangers.
A certificate of Missouri Ranger training program completion and a Ranger badge shall be issued to any person that successfully completes the training program. A copy of such certificate shall be provided to the director of the Department of Public Safety.
Under this act, the outermost garment of the Missouri Ranger uniform must display the title "RANGER" in capitalized block letters.
A school or school district that utilizes this program has the authority to allow Rangers to carry a firearm or other weapon capable of lethal use on school property. The school or school district shall also decide the type of weapon carried and whether it shall be concealed. If open carrying a pistol, Rangers must use a level three retention holster.
Finally, for the purpose of liability, workers' compensation, and any other employment-related matter, each Ranger shall be an employee of the school that hires them, and shall have qualified immunity.

SCS/SB 905 - This act establishes the Missouri Rangers, and modifies provisions relating to school safety.
DESIGNATION OF SCHOOL PROTECTION OFFICERS (Section 160.665)
Under this act, any employee of a school district or charter school, rather than only teachers and administrators in school districts, may be designated as school protection officers.
The act adds sprays emitting a projectile to the list of self-defense devices that may be carried by a school protection officer.
Any employee designated as a school protection officer, has an affirmative duty to respond to an emergency or violent crisis in a school setting.
If an employee requests to be designated as a school protection officer, the school board of the school district or governing board of the charter school shall promptly hold a public hearing and determine by a vote at the hearing whether to allow such designation, rather than only holding a public hearing on the subject. The school board or governing board shall also hold a closed meeting and determine by a vote at the closed meeting whether to authorize the designated school protection officer to carry a concealed firearm or self-defense spray device, regardless of whether the employee specifically requested authorization to carry a concealed firearm or self-defense spray device in his or her request for designation as a school protection officer.
Each school board of a school district and governing board of a charter school shall hold a public hearing on whether to implement a school protection officer program and determine by a vote at the hearing whether to implement such a program. Any school board or governing board that approves a school protection officer program shall notify all employees of the school district or charter school of the program and the option to request designation as a school protection officer.
This provision is identical to provisions in SB 1300 (2026), SCS/HB 232 (2025) and SB 792 (2025), and is similar to a provision in HB 2662 (2018).
ACTIVE SHOOTER AND INTRUDER RESPONSE TRAINING FOR SCHOOLS PROGRAM (Section 170.315) The act modifies provisions of the Active Shooter and Intruder Response Training for Schools Program (ASIRT).
For each school year ending before July 1, 2027, each school district and charter school shall train teachers and employees on how to respond to students who provide information about a threatening situation and how to address situations where there is a potentially dangerous or armed intruder in the school. ASIRT training shall, rather than "may", include information and techniques on how to address situations where an active shooter is present in the school or on the property.
This provision is identical to a provision in SB 1300 (2026) and is similar to provisions in SCS/HB 232 (2025) and SB 792 (2025).
TRAINING STANDARDS FOR SCHOOL PROTECTION OFFICERS (Section 590.205)
The act provides that the Director of the Department of Public Safety shall allow private companies to serve as training centers and operate training programs for school protection officers. Additionally, the Peace Officer Standards and Training (POST) Commission shall establish requirements for the continuing education of all school protection officers. All school protection officers shall annually receive 20 hours of firearms skill development training. Additionally, at least twice per year, all school protection officers shall participate in a joint training on school protection with a local law enforcement agency.
This provision is identical to provisions in SB 1300 (2026), SCS/HB 232 (2025) and SB 792 (2025).
MISSOURI RANGERS (Section 590.1300)
This act requires the POST Commission to establish a training program to be known as the "Missouri Rangers", and shall establish minimum standards for training instructors, training centers, and training programs that focus on preventing and responding to emergency or violent crisis situations in school settings.
The arrest powers granted to any person who successfully completes the Missouri Rangers training program shall be limited to weapons offenses and any trespass offense involving school property, provided that such provision shall not apply to any person who is an active law enforcement officer. Anyone that successfully completes the training program shall have an affirmative duty to respond to an emergency or violent crisis in a school setting.
The training program shall be established by the POST Commission. The program shall not be longer than three months, and shall consist of state and federal constitutional and statutory law relating to search and seizure; firearms training; defensive tactics; and physical training. Such person shall not successfully complete the physical training unless such person is able to run one and one-half miles in less than twelve minutes and thirty seconds, complete a minimum of four pull-ups, complete a minimum of forty pushups in less than one minute, and complete fifty crunches in less than one minute.
A certificate of Missouri Ranger training program completion may be issued to any applicant by any approved Missouri Ranger training instructor. A copy of such certificate shall be provided to the director of the Department of Public Safety.

The training program established by the POST Commission shall include three separate tracks. For applicants who are not active or retired law enforcement or military personnel, the program shall not be longer than three months, and shall consist of state and federal constitutional and statutory law relating to search and seizure; firearms training; defensive tactics; and physical training. Such person shall not successfully complete the physical training unless such person is able to run 1.5 miles in less than twelve minutes and thirty seconds, complete a minimum of four pull-ups, complete a minimum of forty pushups in less than one minute, and complete fifty crunches in less than one minute.
For applicants who are active or retired military personnel, the program shall not be longer than two months, and shall consist of state and federal constitutional and statutory law relating to search and seizure; abbreviated firearms training; abbreviated defensive tactics; and abbreviated physical training. Such person shall not successfully complete the physical training unless such person is able to run 1.5 miles in less than fourteen minutes, complete a minimum of three pull-ups, complete a minimum of thirty pushups in less than one minute, and complete forty crunches in less than one minute.
For applicants who are active or retired law enforcement personnel, the program shall not be longer than six weeks, and shall consist of state and federal constitutional and statutory law relating to search and seizure; abbreviated firearms training; abbreviated defensive tactics; and abbreviated physical training.
A certificate of Missouri Ranger training program completion may be issued to any applicant by any approved Missouri Ranger training instructor. A copy of such certificate shall be provided to the director of the Department of Public Safety.

AN ACT
To amend chapter 590, RSMo, by adding thereto one new section relating to a training program
for Missouri rangers.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 590, RSMo, is amended by adding thereto 1
one new section, to be known as section 590.1300, to read as 2
follows:3
590.1300. 1. The POST commission shall establish a 1
training program to be known as the "Missouri Rangers", and 2
shall establish minimum standards for training instructors, 3
training centers, and training programs that focus on 4
preventing and responding to emergency or violent crisis 5
situations in school settings. 6
2. (1) Each person seeking entrance into the Missouri 7
rangers training program shall submit an authorization for a 8
criminal history background check to include the records of 9
the Federal Bureau of Investigation to the training center 10
or training program where such person is seeking entrance. 11
The training center or training program shall cause a 12
criminal history background check to be made and shall cause 13
the resulting report to be forwarded to the agency where the 14
applicant is seeking to be designated as a Missouri ranger. 15

(2) After a person has submitted an application, but 16
prior to entry to the training program, each applicant shall 17
take a physical fitness test: 18
(a) For applicants aged twenty-one to thirty-five: 19
a. Run one and one-half miles in less than twelve 20
minutes and thirty seconds; 21
b. Complete a minimum of four pull-ups; 22
c. Complete a minimum of forty pushups in less than 23
one minute; and 24
d. Complete fifty crunches in less than one minute; 25
(b) The POST commission shall promulgate lower age- 26
appropriate standards for applicants aged thirty-six to 27
forty-five and for applicants over the age of forty-six; 28
(3) No former or retired military personnel shall be 29
admitted to a Missouri ranger training center or training 30
program unless such person has received an honorable 31
discharge. 32
3. The arrest powers granted to any person who 33
successfully completes the Missouri ranger training program 34
shall be limited to: 35
(1) Missouri rangers who are actively employed by the 36
school or school district; 37
(2) Any property or premises owned, leased, rented, or 38
possessed by the school or school district, including any 39
school bus owned, operated, or contracted for in service on 40
behalf of the district while involved in school activities; 41
and 42
(3) Offenses established under chapter 571 and any 43
offense under section 569.140 or 569.155 involving school 44
property. 45

The provisions of this subsection shall not apply to any 46
person who is an active law enforcement officer. 47
4. The POST commission shall develop a training 48
program of not more than one hundred sixty hours that shall 49
include: 50
(1) Close quarter combat; building security and 51
hardening; bomb and arson; de-escalation; implicit and 52
racial bias; active shooter training; preventative 53
behavioral threat assessments; state and federal 54
constitutional and statutory law relating to search and 55
seizure, as relating to the arrests Missouri rangers are 56
permitted to make; firearms training; defensive tactics; an 57
abbreviated "stop the bleed" first aid training; and any 58
other related training deemed necessary by POST; 59
(2) The POST commission shall promulgate an 60
abbreviated training program for applicants that are active 61
or retired law enforcement officers, or active or retired 62
military personnel, including active or retired members of 63
the National Guard. As used in this section, "retired" 64
shall mean any law enforcement officer with ten or more 65
years of experience. 66
5. The POST commission shall promulgate rules for 67
continuing education training for all Missouri rangers. Any 68
rule or portion of a rule, as that term is defined in 69
section 536.010, that is created under the authority 70
delegated in this section shall become effective only if it 71
complies with and is subject to all of the provisions of 72
chapter 536 and, if applicable, section 536.028. This 73
section and chapter 536 are nonseverable and if any of the 74
powers vested with the general assembly pursuant to chapter 75
536 to review, to delay the effective date, or to disapprove 76
and annul a rule are subsequently held unconstitutional, 77

then the grant of rulemaking authority and any rule proposed 78
or adopted after August 28, 2026, shall be invalid and void. 79
6. The POST commission may develop a part-time 80
training program, provided such program satisfies all of the 81
requirements of this section. 82
7. A certificate of Missouri ranger training program 83
completion may be issued to any applicant by any approved 84
Missouri ranger training instructor. On the certificate of 85
program completion, the approved Missouri ranger training 86
instructor shall affirm that the individual receiving 87
instruction has taken and passed a Missouri ranger training 88
program that meets the requirements of this section. The 89
instructor shall also provide a copy of such certificate to 90
the director of the department of public safety. 91
8. Upon successful completion of the training program, 92
each person shall receive a certificate and a Missouri 93
ranger badge. 94
9. The front and back of the outermost garment of the 95
ranger uniform shall have capitalized block letters spelling 96
"RANGER". 97
10. (1) Notwithstanding the provisions of subsections 98
6 and 7 of section 160.665, subdivision (10) of subsection 1 99
of section 571.030, subdivision (10) of subsection 1 of 100
section 571.107, or any other provision of law to the 101
contrary, a Missouri ranger may, if authorized by the hiring 102
school or school district, carry a firearm or firearms, 103
whether loaded or unloaded, or any other weapon readily 104
capable of lethal use into the school, onto any school bus 105
owned, operated, or contracted for by the school or school 106
district, or onto any property or premises owned, leased, 107
rented, or possessed by the school or school district; 108

(2) It shall be the decision of the hiring school or 109
school district whether a ranger shall carry a firearm or 110
firearms or any other weapon readily capable of lethal use 111
as provided in subdivision (1) of this subsection while on 112
duty, which type of firearm or firearms or any other weapon 113
the ranger shall carry, and whether the firearm, firearms, 114
or weapons shall be concealed; 115
(3) Each ranger shall use a level three retention 116
holster if open carrying a pistol while on duty. 117
11. For the purposes of liability and workers' 118
compensation only, Missouri rangers shall be considered 119
employees of the school or school district that hires them. 120
All other benefits for which an employee of the school or 121
school district may be eligible, such as health and 122
retirement benefits, may be offered to the ranger at the 123
discretion of the school or school district. Rangers 124
employed by a school or school district may be compensated 125
as full- or part-time employees, or on a volunteer basis 126
without compensation. Qualified immunity and the public 127
duty rule shall apply to the provisions of this section as 128
interpreted by the federal and state courts. 129
