SB 963 - At least twice during each school year, this act requires school districts and charter schools to offer students who are at least 17 1/2 years old the opportunity to register to vote. The first opportunity shall occur during school hours on the fourth Tuesday in September. The second opportunity shall occur at a later time and shall be conducted by the local election authority in whose jurisdiction the school district or charter school is located. The school district or charter school shall coordinate with the local election authority to provide the second voter registration activity.

The Secretary of State shall prepare materials regarding voter registration to be distributed at each voter registration activity conducted pursuant to the provisions of the act.

Each school district and charter school shall file a report regarding voter registration activities with the Department of Elementary and Secondary Education by December 31 of each year.

This act is identical to HB 3137 (2026) and SB 375 (2026).

AN ACT
To amend chapter 167, RSMo, by adding thereto one new section relating to registration of student
voters.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 167, RSMo, is amended by adding thereto 1
one new section, to be known as section 167.1002, to read as 2
follows:3
167.1002. 1. At least twice during each school year, 1
the school board of each school district and the governing 2
body of each charter school shall offer to each student who 3
is at least seventeen years and six months of age the 4
opportunity to register to vote in accordance with the 5
provisions of this section. 6
2. A school district or charter school shall allow 7
each student who is at least seventeen years and six months 8
of age to register to vote during school hours on the fourth 9
Tuesday in September of each year, or on the next available 10
school day if school is not in session on that day. 11
3. A school district or charter school shall 12
coordinate with the local election authority in whose 13
jurisdiction such district or school is located to organize 14
a second opportunity to allow each student who is at least 15
seventeen years and six months of age to register to vote 16
during school hours. Such opportunity shall occur later 17

than the date provided in subsection 2 of this section and 18
shall be conducted by the local election authority. 19
4. The secretary of state shall prepare informational 20
materials regarding voter registration to be distributed at 21
each voter registration activity conducted pursuant to the 22
provisions of this section. 23
5. Each school district and charter school shall file 24
a report regarding voter registration activities conducted 25
pursuant to the provisions of this section with the 26
department of elementary and secondary education by December 27
thirty-first of each year. 28
