SB 965 - This act creates the Christian Taylor Ferguson ("CTF") Medical Alert System to aid in identifying and locating a missing endangered person, defined as a person, including a child, who is missing under unexplained, involuntary, or suspicious circumstances and who is believed to be in danger because of a medical condition that requires immediate care, medication, or treatment.

The CTF Medical Alert System shall be set up and maintained in a manner similar to the Amber Alert System. The Department of Public Safety shall develop regions to provide the system and to coordinate local law enforcement agencies and public commercial television and radio broadcasters. The Department shall also administer and promulgate rules to implement the provisions of this act.

Persons knowingly making a false report to trigger an alert under this act shall be guilty of a Class A misdemeanor.

This act is identical to SB 41 (2025), SB 1155 (2024), and HB 2395 (2024).

AN ACT
To amend chapter 210, RSMo, by adding thereto one new section relating to the CTF medical alert
system, with penalty provisions.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 210, RSMo, is amended by adding thereto 1
one new section, to be known as section 210.1015, to read as 2
follows:3
210.1015. 1. There is hereby created a statewide 1
program called the "Christian Taylor Ferguson ("CTF") 2
Medical Alert System" referred to in this section as the 3
"system", to aid in the identification and location of a 4
missing endangered person. 5
2. For the purposes of this section, the term 6
"endangered person" shall mean an individual, including a 7
child, who is missing under unexplained, involuntary, or 8
suspicious circumstances and who is believed to be in danger 9
because of a medical condition that requires immediate care, 10
medication, or treatment. 11
3. The department of public safety shall develop 12
regions to provide the system. The department shall 13
coordinate with local law enforcement agencies and public 14
commercial television and radio broadcasters to provide an 15
effective system. In the event that a local law enforcement 16
agency opts not to set up a system and a report of a missing 17

endangered person occurs within the jurisdiction, the agency 18
shall notify the department who shall notify local media in 19
the region. 20
4. The system shall include all state agencies capable 21
of providing urgent and timely information to the public 22
together with broadcasters and other private entities that 23
volunteer to participate in the dissemination of urgent 24
public information. At a minimum, the system shall include 25
the department of public safety, the state highway patrol, 26
the department of transportation, the department of health 27
and senior services, and the Missouri lottery. 28
5. Participation in the system is entirely at the 29
option of local law enforcement agencies and federally 30
licensed radio and television broadcasters. 31
6. Any person who knowingly makes a false report that 32
triggers an alert pursuant to this section is guilty of a 33
class A misdemeanor. 34
7. The department of public safety shall administer 35
and promulgate rules for implementation of the system. Any 36
rule or portion of a rule, as that term is defined in 37
section 536.010, that is created under the authority 38
delegated in this section shall become effective only if it 39
complies with and is subject to all of the provisions of 40
chapter 536 and, if applicable, section 536.028. This 41
section and chapter 536 are nonseverable and if any of the 42
powers vested with the general assembly pursuant to chapter 43
536 to review, to delay the effective date, or to disapprove 44
and annul a rule are subsequently held unconstitutional, 45
then the grant of rulemaking authority and any rule proposed 46
or adopted after August 28, 2026, shall be invalid and void. 47
