SB 966 - This act requires the Department of Elementary and Secondary Education (DESE) to ensure that every public school and public charter school located in St. Louis City or St. Louis County conducts an annual safety assessment of such public school or public charter school. The Department of Public Safety (DPS), local law enforcement, and local emergency services shall provide reasonable assistance to public schools and public charter schools in order to implement the provisions of the act. The safety assessments shall include a consideration of each school's vulnerabilities to school shootings and intruders, with specific reference to the implementation of various safety procedures, policies, and tools specified in the act.

Each public school and public charter school that conducts an annual safety assessment pursuant to the provisions of the act shall provide a report of the findings of the safety assessment to DESE. Based upon the findings of the safety assessments, DESE, in conjunction with DPS, shall provide to each public school and public charter school an annual report that summarizes such school's safety vulnerabilities, along with recommendations for mitigating such vulnerabilities. Such report shall also be provided to the General Assembly. A report created pursuant to the provisions of this act shall not be considered a public record under the Sunshine Law and shall not be available for public inspection.

This act shall become effective July 1, 2028.

This act is identical to SB 42 (2025) and similar to SCS/SB 1153 (2024) and HB 2398 (2024).

AN ACT
To amend chapter 160, RSMo, by adding thereto one new section relating to public school safety
assessments, with an effective date.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 160, RSMo, is amended by adding thereto 1
one new section, to be known as section 160.661, to read as 2
follows:3
160.661. 1. The department of elementary and 1
secondary education shall ensure that every public school 2
and public charter school located in any city not within a 3
county or any county with more than one million inhabitants 4
conducts an annual safety assessment of such public school 5
or public charter school pursuant to the provisions of this 6
section. The department of public safety, local emergency 7
services, and local law enforcement shall provide reasonable 8
assistance to public schools and public charter schools in 9
order to implement the provisions of this section. 10
2. The school safety assessments shall include, but 11
shall not be limited to, a consideration of each school 12
building's vulnerabilities to school shootings and 13
intruders, and shall include an assessment of each school's 14
implementation of the following safety procedures, policies, 15
and tools: 16

(1) Access controls, including the safety of school 17
doors, locking devices, intercom or buzzer systems, and 18
vestibules; 19
(2) Video surveillance equipment used to monitor 20
school buildings and buses; 21
(3) Visitor management systems, including software 22
that records the usage of school facilities by visitors; 23
(4) Building security systems, including intruder 24
alarms and surveillance systems; 25
(5) Emergency communication tools, including safety 26
alert messaging systems; 27
(6) School safety procedures and policies, including 28
safety planning, vulnerability assessments, and staff 29
training; 30
(7) Bleeding control kits, including tourniquets, 31
bleeding control bandages, latex-free protective gloves, 32
permanent markers, and instructional documents developed by 33
the United States Department of Homeland Security's Stop the 34
Bleed national awareness campaign or the American College of 35
Surgeons Committee on Trauma, or both; 36
(8) Automated external defibrillators used to help 37
those experiencing sudden cardiac arrest; 38
(9) Fencing to secure playgrounds; 39
(10) Bollards to protect front entrances; and 40
(11) Safety film to prevent the shattering of glass in 41
doors, windows, and sidelights. 42
3. Each public school and public charter school that 43
conducts a safety assessment pursuant to the provisions of 44
this section shall provide an annual report of the findings 45
of such safety assessment to the department of elementary 46
and secondary education. Based upon the findings of the 47
safety assessments, the department of elementary and 48

secondary education, in conjunction with the department of 49
public safety, shall: 50
(1) Provide to each public school and public charter 51
school an annual report summarizing such school's safety 52
vulnerabilities in the areas outlined in subsection 2 of 53
this section; 54
(2) Provide specific recommendations for mitigating 55
any such safety vulnerabilities; and 56
(3) Provide a copy of the report to the general 57
assembly. 58
4. Notwithstanding any provision of chapter 610 to the 59
contrary, a report created pursuant to subsection 3 of this 60
section shall not be considered a public record and shall 61
not be available for public examination. 62
5. The provisions of this section shall not be 63
construed to relieve any school district, public school, or 64
public charter school from the responsibility to maintain 65
school safety standards established in the Missouri school 66
improvement program or otherwise required by state or 67
federal law. 68
Section B. Section A of this act shall become 1
effective July 1, 2028. 2
