SB 995 - Currently, the sheriff of the City of St. Louis is elected. This act instead provides that a majority of the circuit and associate circuit judges of the 22nd Judicial Circuit, consisting of the City of St. Louis, shall appoint the sheriff. The sheriff is removable for cause by a majority of the judges pursuant to Missouri Supreme Court rules. The elected sheriff holding office on August 28, 2026, shall continue to hold office for the remainder of his or her term.

This act is identical to HB 3224 (2026), and is similar to SB 484 (2017), HCS/HB 878 (2017), and SB 527 (2015).

AN ACT
To repeal sections 57.450 and 57.452, RSMo, and to enact in lieu thereof two new sections relating
to the sheriff of the city of St. Louis.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Sections 57.450 and 57.452, RSMo, are repealed 1
and two new sections enacted in lieu thereof, to be known as 2
sections 57.450 and 57.452, to read as follows:3
57.450. 1. The sheriff of the City of St. Louis shall 1
be appointed by a majority of the circuit judges and 2
associate circuit judges of the twenty-second judicial 3
circuit, en banc. The sheriff in such circuit shall be 4
removable for cause by a majority of the circuit judges and 5
associate circuit judges of such circuit, en banc, in 6
accordance with the Missouri supreme court administrative 7
rules governing court personnel. Such sheriff shall meet 8
the same qualifications and requirements specified in 9
subsection 1 of section 57.010 for elected sheriffs. The 10
elected sheriff holding office on August 28, 2026, shall 11
continue to hold such office for the remainder of his or her 12
term. Notwithstanding the provisions of section 57.080 to 13
the contrary, should a vacancy occur from any cause in the 14
office of sheriff of the City of St. Louis during the 15
remainder of the current term of the elected sheriff, the 16
vacancy shall be filled by appointment by a majority of the 17

circuit judges and associate circuit judges of the twenty- 18
second judicial circuit, en banc. 19
2. All general laws relating and applicable to the 20
sheriffs of the several counties of this state shall apply 21
to the same officer in the City of St. Louis, except that 22
the sheriff of the City of St. Louis shall not enforce the 23
general criminal laws of the state of Missouri unless such 24
enforcement shall be incidental to the duties customarily 25
performed by the sheriff of the City of St. Louis. The 26
sheriff and sworn deputies of the office of sheriff of the 27
City of St. Louis may be eligible for training and licensure 28
by the peace officer standards and training commission under 29
chapter 590, and such office shall be considered a law 30
enforcement agency with the sheriff and sworn deputies 31
considered law enforcement officers. All acts and parts of 32
acts providing for any legal process to be directed to any 33
sheriff of any county shall be so construed as to mean the 34
sheriff of the City of St. Louis as if such officer were 35
specifically named in such act. 36
57.452. The provisions of section 590.180 shall not 1
apply to any [elected or appointed] sheriff of a city not 2
within a county. 3
