SENATE CONCURRENT RESOLUTION NO. 19
Whereas, rising health care costs remain a significant
concern for Missouri families, employers, and communities,
and improving affordability is a top priority for all
Missourians and Americans; and
Whereas, American patients have subsidized innovation
and low-cost prescription drugs for wealthy foreign
countries who must start to pay their fair share; and
Whereas, President Donald J. Trump has taken creative
actions aimed at improving the affordability of health care
for Missourians and all Americans while protecting U.S.
leadership in global medical innovation and investment in
research and development; and
Whereas, the Trump Administration intends to leverage
federal trade authorities to ensure foreign nations pay more
for prescription drugs and announced agreements to bring
lower medicine prices to U.S. patients; and
Whereas, on September 30, 2025, President Trump
announced TrumpRx, an online direct-purchasing platform that
aims to connect U.S. patients with lower prices for their
prescription medications, increase transparency, and bypass
supply chain middlemen; and
Whereas, it is essential that Missouri patients who
choose to secure their medications through TrumpRx do not
forfeit access to the health plan benefits that they already
pay for; and
Whereas, Missourians who use TrumpRx could be steered
back to higher-cost channels if their cash-pay expenses are
not applied toward their health plan deductibles and out-of-
pocket maximums; and

Whereas, safeguarding health insurance coverage and
ensuring parity for all patient out-of-pocket prescription
drug costs would promote market competition and complement
the Trump Administration's efforts to improve affordability;
and
Whereas, on November 6, 2025, the Centers for Medicare
and Medicaid Services announced the GENErating cost
Reductions fOr U.S. Medicaid (GENEROUS) Model to enable
state Medicaid programs to voluntarily access lower drug
prices through federally-negotiated supplemental rebates; and
Whereas, the GENEROUS Model may offer Missouri and MO
HealthNet a pathway to achieve significant cost savings from
federal agreements:
Now, Therefore, Be It Resolved, that the members of the
Missouri Senate, One Hundred and Third General Assembly,
Second Regular Session, the House of Representatives
concurring therein, hereby express support for TrumpRx and
encourage the U.S. Department of Health and Human Services
to act to prevent against discriminatory insurance practices
and require health insurance plans and pharmacy benefit
managers to apply all patient-paid prescription drug
expenditures, including those obtained through TrumpRx and
similar direct-purchasing platforms, toward patients' cost-
sharing requirements, such as deductibles and out-of-pocket
maximums; and
Be It Further Resolved, the Missouri General Assembly
strongly urges health insurers and pharmacy benefit managers
to announce that they will apply all patient-paid
prescription drug expenditures, including those obtained
through TrumpRx and similar direct-purchasing platforms,
toward patients' cost-sharing requirements, such as
deductibles and out-of-pocket maximums; and

Be It Further Resolved, the Missouri General Assembly
requests that the Missouri Department of Social Services
assess the GENEROUS Model, and report and remove any
barriers that would prevent or delay MO HealthNet's
participation, to ensure that Missouri can realize potential
cost savings; and
Be It Further Resolved, that the Secretary of the
Senate be instructed to prepare a properly inscribed copy of
this resolution for each member of the Missouri
Congressional delegation, the Director of the Department of
Social Services, the U.S. Department of Health and Human
Services, and the White House.
