SENATE CONCURRENT RESOLUTION NO. 23
Whereas, the General Assembly recognizes the United
States is undertaking major national initiatives to expand
advanced nuclear technologies, strengthen domestic nuclear
fuel supply chains, and increase the production of medical
isotopes and other materials essential to national security,
energy security, scientific advancement, and health care; and
Whereas, the General Assembly finds that the State of
Missouri, through the University of Missouri System,
supports nationally recognized programs in nuclear science,
engineering, and medical research and operates major
research infrastructure that contributes to the advancement
of nuclear technology and nuclear medicine; and
Whereas, the General Assembly further finds that
Missouri hosts significant nuclear research infrastructure,
including the University of Missouri Research Reactor,
located in Columbia, Missouri, the largest university-
operated research reactor in the United States and a global
leader in the production of medical isotopes used in life-
saving diagnostic and therapeutic procedures; and
Whereas, the General Assembly additionally notes that
institutions of higher education within the State of
Missouri, including the Missouri University of Science and
Technology, located in Rolla, Missouri, provide nationally
recognized leadership in nuclear engineering education and
operate research facilities that support nuclear science,
engineering innovation, and workforce development; and
Whereas, the General Assembly further finds that
Missouri hosts commercial nuclear power generation within
the state, providing reliable, carbon-free electricity while

contributing to Missouri's experience in nuclear operations,
regulatory oversight, and energy infrastructure; and
Whereas, the General Assembly further acknowledges
that Missouri's engineering institutions, technical training
programs, and the advanced manufacturing sector create an
integrated ecosystem capable of supporting research,
development, demonstration, workforce training, and
industrial deployment across the civilian nuclear lifecycle;
and
Whereas, the General Assembly further finds that the
State of Missouri's central geographic location,
transportation infrastructure, engineering workforce, and
research capabilities uniquely position the state to host
major national initiatives supporting nuclear technology,
nuclear medicine, and advanced manufacturing; and
Whereas, the General Assembly affirms that the State of
Missouri is uniquely positioned to serve as the nation's
premier host site for a Nuclear Lifecycle Innovation Campus,
supporting innovation in nuclear energy, medical isotope
production, advanced manufacturing, and related technologies
critical to the nation's economic prosperity, energy
security, and technological leadership:
Now, Therefore, Be It Resolved that the members of the
Missouri Senate, One Hundred Third General Assembly, Second
Regular Session, the House of Representatives concurring
therein, hereby encourage the Missouri Department of Natural
Resources, in coordination with other state agencies,
institutions of higher education, federal partners, and
private industry, to develop a strong and competitive state
response to federal initiatives, including requests for
information issued by the United States Department of Energy
seeking host states for Nuclear Lifecycle Innovation

Campuses, and to coordinate efforts that strengthen
Missouri's leadership in nuclear innovation and expand
research, workforce development, and economic growth within
the state; and
Be It Further Resolved that nothing in this resolution
shall be construed as committing the State of Missouri to a
specific project site, geographic region, funding
obligation, or regulatory action unless authorized by future
legislative action; and
Be It Further Resolved that the Secretary of the
Missouri Senate be instructed to send a properly inscribed
copy of this resolution to the Director of the Department of
Natural Resources.
