JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment repealing section 2 of article I of the
Constitution of Missouri, and adopting one new section in lieu thereof relating to the
protection of unborn life.
Be it resolved by the Senate, the House of Representatives concurring therein:
That at the next general election to be held in the 1
state of Missouri, on Tuesday next following the first Monday 2
in November, 2026, or at a special election to be called by 3
the governor for that purpose, there is hereby submitted to 4
the qualified voters of this state, for adoption or 5
rejection, the following amendment to article I of the 6
Constitution of the state of Missouri:7
Section A. Section 2, article I, Constitution of Missouri, 1
is repealed and one new section adopted in lieu thereof, to be 2
known as section 2, to read as follows:3
Section 2. That all constitutional government is 1
intended to promote the general welfare of the people; that 2
all persons have a natural right to life, liberty, the 3
pursuit of happiness and the enjoyment of the gains of their 4
own industry; that all persons are created equal and are 5
entitled to equal rights and opportunity under the law; that 6
to give security to these things is the principal office of 7
government, and that when government does not confer this 8
security, it fails in its chief design. 9
SJR 72 2
(1) That the term "person" under this constitution 10
includes every human being with a unique DNA code regardless 11
of age, including every in utero human child at every stage 12
of biological development from the moment of conception 13
until birth. 14
(2) Nothing in this constitution secures or protects a 15
right to abortion or requires the funding of an abortion. 16
Section B. Pursuant to chapter 116, and other 1
applicable constitutional provisions and laws of this state 2
allowing the general assembly to adopt ballot language for 3
the submission of this joint resolution to the voters of 4
this state, the official summary statement of this 5
resolution shall be as follows: 6
"Should the Missouri Constitution be amended to 7
protect each human life with a unique DNA code 8
regardless of age?". 9
Section C. Pursuant to chapter 116, and other 1
applicable constitutional provisions and laws of this state 2
allowing the general assembly to adopt a fiscal note summary 3
for the submission of this joint resolution to the voters of 4
this state, the official fiscal note summary statement of 5
this resolution shall be as follows: 6
"This change is expected to have no fiscal 7
impact.". 8
