JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment to article III of the Constitution of
Missouri, by adding thereto one new section relating to certain sexual offenses
involving children.
Be it resolved by the Senate, the House of Representatives concurring therein:
That at the next general election to be held in the 1
state of Missouri, on Tuesday next following the first Monday 2
in November, 2026, or at a special election to be called by 3
the governor for that purpose, there is hereby submitted to 4
the qualified voters of this state, for adoption or 5
rejection, the following amendment to article III of the 6
Constitution of the state of Missouri:7
Section A. Article III, Constitution of Missouri, is 1
amended by adding thereto one new section, to be known as 2
section 38(e), to read as follows:3
Section 38(e). The term of imprisonment for a person 1
found guilty of an offense of sexual trafficking of a child 2
in the first degree as provided by law shall be imprisonment 3
for life without eligibility for probation or parole, and 4
"imprisonment for life" shall mean imprisonment for the 5
duration of the person's natural life. 6
