JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment repealing section 52 of article IV of
the Constitution of Missouri, and adopting one new section in lieu thereof relating to
the coordinating board for higher education.
Be it resolved by the Senate, the House of Representatives concurring therein:
That at the next general election to be held in the 1
state of Missouri, on Tuesday next following the first Monday 2
in November, 2026, or at a special election to be called by 3
the governor for that purpose, there is hereby submitted to 4
the qualified voters of this state, for adoption or 5
rejection, the following amendment to article IV of the 6
Constitution of the state of Missouri:7
Section A. Section 52, article IV, Constitution of 1
Missouri, is repealed and one new section adopted in lieu 2
thereof, to be known as section 52, to read as follows:3
Section 52. There shall be established a department of 1
higher education. A ["Coordinating Board for Higher 2
Education" which shall consist of nine members] director of 3
the department of higher education appointed by the governor 4
by and with the advice and consent of the senate shall be 5
established within the department. [The qualifications and 6
terms of the members of the board shall be fixed by law, but 7
not more than five of its members shall be of the same 8
political party. The coordinating board shall succeed the 9
commission on higher education] The director shall succeed 10

the coordinating board for higher education with all its 11
powers and duties and shall have such other powers and 12
duties as may be prescribed by law. 13
