ENROLLED BILL
A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF
MONTANA REQUESTING AN INTERIM STUDY ON ARTIFICIAL INTELLIGENCE.
WHEREAS, artificial intelligence is a current and evolving technology having significant impacts on
society; and
WHEREAS, many states have conducted studies, formed committees or task forces, developed
regulations, and established laws in relation to artificial intelligence; and
WHEREAS, artificial intelligence should be studied to ensure its proper application and regulation in the
state of Montana.
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF
THE STATE OF MONTANA:
That the Legislative Council be requested to designate an appropriate interim committee or statutory
committee, pursuant to section 5-5-217, MCA, or direct sufficient staff resources to:
(1) examine current laws or regulations within this state, other states, and the federal government
that have aided in creating regulatory structures for artificial intelligence and whether these measures are or
would be similarly effective in this state;
(2) using other state models, research an artificial intelligence code of ethics to be used by state
agencies and an artificial intelligence bill of rights applicable to citizens;
(3) examine transparency and disclosure requirements as well as civil and criminal liability for
entities that develop or deploy artificial intelligence systems; and
(4) assess the benefits and risks of artificial intelligence to state agencies and to the rights and
interests of Montana residents, including the impact of artificial intelligence on employment, constitutional and

legal rights, privacy interests, and economic welfare in this state.
BE IT FURTHER RESOLVED, that if the study is assigned to staff, any findings or conclusions be
presented to and reviewed by an appropriate committee designated by the Legislative Council.
BE IT FURTHER RESOLVED, that all aspects of the study, including presentation and review
requirements, be concluded prior to September 15, 2026.
BE IT FURTHER RESOLVED, that the final results of the study, including any findings, conclusions,
comments, or recommendations of the appropriate committee, be reported to the 70th Legislature.
