4 A BILL FOR AN ACT ENTITLED: “AN ACT GENERALLY REVISING CAMPAIGN PRACTICES LAWS;
5 REQUIRING THAT THE COMMISSIONER OF POLITICAL PRACTICES MAINTAIN A PUBLIC WEBSITE FOR
6 INDIVIDUALS TO OPT OUT OF RECEIVING POLITICAL CAMPAIGN MAILINGS; REQUIRING THE LIST OF
7 INDIVIDUALS WHO ARE OPTING OUT TO BE PROVIDED TO POLITICAL COMMITTEES AND POLITICAL
8 PARTY ORGANIZATIONS; PROVIDING THAT POLITICAL COMMITTEES AND POLITICAL PARTY
9 ORGANIZATIONS PAY A FEE FOR THE WEBSITE'S MAINTENANCE; AND ESTABLISHING A STATE
10 SPECIAL REVENUE ACCOUNT.”

12 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MONTANA:

14 NEW SECTION. Section 1. Political mailings opt-out website. (1) The commissioner shall provide
15 and maintain a public website for individuals to opt out of receiving mail from political campaigns.
16 (2) The commissioner shall make the list of individuals who are opting out of receiving mail from
17 political campaigns available to political committees and political party organizations as those terms are defined
18 in 13-1-101.
19 (3) The commissioner is authorized to establish a fee that is commensurate with costs for
20 maintaining the website.
21 (4) The commissioner shall collect the fee equally from all political committees and political party
22 organizations.

24 NEW SECTION. Section 2. Political mailings opt-out website state special revenue account. (1)
25 There is a political mailings opt-out website account in the state special revenue fund established in 17-2-102.
26 (2) There must be deposited in the account money received from the collection of fees from
27 political committees and political party organizations.
28 (3) Money in the account must be used to maintain the political mailings opt-out website.

2 NEW SECTION. Section 3. Codification instruction. [Sections 1 and 2] are intended to be codified
3 as an integral part of Title 13, chapter 37, part 1, and the provisions of Title 13, chapter 37, part 1, apply to
4 [sections 1 and 2].
