4 A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF
5 MONTANA REQUESTING AN INTERIM STUDY ON THE IMPLEMENTATION OF THE MONTANA CRIMINAL
6 JUSTICE DATA WAREHOUSE; REQUESTING THAT LEGISLATIVE COUNCIL ASSIGN THE STUDY TO
7 THE CRIMINAL JUSTICE OVERSIGHT COUNCIL; AND REQUIRING THAT THE FINAL RESULTS OF THE
8 STUDY BE REPORTED TO THE 70TH LEGISLATURE.

10 WHEREAS, the 2023 Legislature enacted Senate Bill No. 11 to establish a state criminal justice data
11 warehouse for the purposes of improving the collection of state and local criminal justice system data, data
12 sharing, and data integration; and
13 WHEREAS, the criminal justice data warehouse will assist state and local officials in making data-
14 informed decisions about the criminal justice system; and
15 WHEREAS, the criminal justice data warehouse is housed in the Montana Board of Crime Control,
16 which is tasked with implementing the data warehouse in consultation with the Criminal Justice Oversight
17 Council; and
18 WHEREAS, the Montana Board of Crime Control and members of the Criminal Justice Oversight
19 Council formed a subcommittee workgroup in the 2023-2024 interim to develop a mission statement and a list
20 of objectives for the data warehouse; and
21 WHEREAS, the Criminal Justice Oversight Council brought House Bill No. 117 to the 69th Legislature
22 requesting an appropriation of $1.5 million to the Montana Board of Crime Control for the continued work and
23 implementation of the data warehouse; and
24 WHEREAS, while the Montana Board of Crime Control and the Criminal Justice Oversight Council
25 continue their work into the 2025-2026 interim to establish the data warehouse, the Montana Legislature seeks
26 to further understand the expected deliverables and data analysis that may be possible through the data
27 warehouse; and
28 WHEREAS, detailed project goals and expectations support informed choices and ensure that

1 appropriated state funds align with legislative intent, support strategic spending, and establish funding priorities.

3 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF
4 THE STATE OF MONTANA:
5 That the Legislative Council be requested to designate the Criminal Justice Oversight Council,
6 established in section 53-1-216, MCA, to examine the implementation progress of the criminal justice data
7 warehouse and identify the goals and outcomes of the completed project.
8 BE IT FURTHER RESOLVED, that the council:
9 (1) review the history of the criminal justice data warehouse, including any prior legislative studies
10 that provided the basis for the enacting legislation;
11 (2) gather and evaluate stakeholder perspectives and anticipated deliverables from the completed
12 criminal justice data warehouse;
13 (3) examine the projected plan for the criminal justice data warehouse project and how legislative
14 funding is being distributed;
15 (4) investigate the current implementation status of the criminal justice data warehouse and
16 progress on the short-term goals for the 2025-2026 interim; and
17 (5) determine the long-term goals and envisioned outcomes of the completed project.
18 BE IT FURTHER RESOLVED, that the council gather input from the appropriate stakeholders,
19 including district courts and courts of limited jurisdiction, the court administrator, tribal governments, county
20 attorneys, local law enforcement agencies, detention centers, community corrections facilities, prerelease
21 centers, treatment centers, the Attorney General, the Department of Corrections, the Office of the State Public
22 Defender, and the Department of Public Health and Human Services.
23 BE IT FURTHER RESOLVED, that all aspects of the study, including presentation and review
24 requirements, be concluded prior to September 15, 2026.
25 BE IT FURTHER RESOLVED, that the final results of the study, including any findings, conclusions,
26 comments, or recommendations of the Criminal Justice Oversight Council, be reported to the 70th Legislature.
