AN ACT relating to public safety; revising provisions governing the
operation of a bicycle on a roadway; providing a civil
penalty; and providing other matters properly relating
thereto.
Legislative Counsel’s Digest:
Existing law grants certain rights to a person operating a bicycle upon a 1
roadway and subjects any such person to certain duties and responsibilities while 2
operating the bicycle on a roadway. (NRS 484B.760 -484B.785) Section 1 of this 3
bill: (1) requires a person operating a bicycle to stop in o bedience to a stop sign or 4
signal displaying a steady red light; and (2) creates an exception to the requirement 5
to stop in obedience to a stop sign if the person can safely proceed through the 6
intersection without stopping and certain other requirements are met. Section 1 also 7
authorizes a person operating a bicycle to proceed cautiously through an 8
intersection where the signal is a steady red signal or make certain turns if the 9
person stops before entering the intersection and certain other requirements are met. 10
Section 2 of this bill provides that a violation of the provisions of section 1 is a 11
civil infraction. Section 3 of this bill makes a conforming change to indicate the 12
applicability of the requirements prescribed by section 1. 13

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. Chapter 484B of NRS is hereby amended by adding 1
thereto a new section to read as follows: 2
1. Except as otherwise provided in subsection 2, a person 3
operating a bicycle upon a roadway shall stop in obedience to a 4
stop sign or traffic-control signal displaying a steady red signal. 5
2. A person operating a bicycle approaching an intersection 6
controlled by a stop sign may proceed cautiously through the 7
intersection without stopping if the person: 8
(a) Ascertains that such movement can be made safely; 9
(b) Decreases the speed of the bicycle and confirms that the 10
intersection is clear before entering the intersection; and 11
(c) Yields the right -of-way to pedestrians and all vehicles 12
whose proximity constitutes an immediate hazard. 13
3. Except as otherwise prov ided in subsection 4, a person 14
operating a bicycle upon a roadway may proceed cautiously 15
through an intersection where the signal is a steady red signal or 16
make a turn through any such intersection if the person: 17
(a) Stops before entering the intersection as required by 18
subsection 1; 19
(b) Ascertains that such movement can be made safely; and 20
(c) Yields the right -of-way to pedestrians and all vehicles 21
whose proximity constitutes an immediate hazard. 22
4. A person operating a bicycle upon a roadway shall not turn 23
left through an intersection where the signal is a steady red signal 24
unless the roadway onto which the person is turning is a one -way 25
roadway. 26
Sec. 2. NRS 484B.760 is hereby amended to read as follows: 27
484B.760 1. It is a civil infraction punishable pursuant to 28
NRS 484A.703 to 484A.705, inclusive, for any person to do any act 29
forbidden or fail to perform any act required in NRS 484B.768 to 30
484B.790, inclusive [.] , and section 1 of this act. 31
2. The parent of any child and the guardian of any ward shall 32
not authorize or knowingly permit the child or ward to violate any 33
of the provisions of chapters 484A to 484E, inclusive, of NRS. 34
3. The provisions applicable to bicycles, electric bicycles and 35
electric scooters apply whenever a bicycle, an electric bicycle or an 36
electric scooter is operated upon any highway or upon any path set 37
aside for the exclusive use of bicycles, electric bicycles and electric 38
scooters subject to those exceptions stated herein. 39
Sec. 3. NRS 484B.763 is hereby amended to read as follows: 40
484B.763 Every person riding a bicycle, an electric bicycle or 41
an electric scooter upon a roadway has all of the rights and is subject 42

to all of the duties applicable to th e driver of a vehicle except as 1
otherwise provided in NRS 484B.767 to 484B.790, inclusive, and 2
section 1 of this act, and except as to those provisions of chapters 3
484A to 484E, inclusive, of NRS which by their nature can have no 4
application. 5
