engineering and architectural services for the constru ction
of certain buildings; and providing other matters properly
relating thereto.
Legislative Counsel’s Digest:
Existing law requires, with certain exceptions, that the State Public Works 1
Division of the Department of Administration furnish the Nevada System of Higher 2
Education and all other state departments, boards and commissions with 3
engineering and architectural services for a building constructed on state property 4
or with money appropriated by the Legislature. (NRS 341.141) This bill exempts 5
the Off ice of the Military from the requirement that the State Public Works 6
Division furnish it with engineering and architectural services when constructing 7
such a building. 8

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. NRS 341.141 is hereby amended to read as follows: 1
341.141 1. The Division shall furnish engineering and 2
architectural services to the Nevada System of Higher Education 3
and all other state departments, boards or commissions charged with 4

the construction of any building constructed on state property or for 1
which the money is appropriated by the Legislature, except: 2
(a) Buildings used in maintaining highways; 3
(b) Improvements, other than nonresidential buildings with more 4
than 1,000 square feet in floor area, made: 5
(1) In state parks by the State Department of Conservation 6
and Natural Resources; or 7
(2) By the Department of Wildlife; 8
(c) Buildings of the Nevada System of Higher Education: 9
(1) That are exempted pursuant to subsection 1 of NRS 10
341.1407; or 11
(2) To which subsection 1 of NRS 341.1407 applies if the 12
Administrator has delegated his or her authority in accordance with 13
NRS 341.119; [and] 14
(d) Buildings of the Office of the Military; and 15
(e) Buildings on property controlled by other state agencies if 16
the Administrator has delegated his or her authority in accordance 17
with NRS 341.119. 18
 The Board of Regents of the University of Nevada and all other 19
state departments, boards or commissions shall use those services. 20
2. The services must consist of: 21
(a) Preliminary planning; 22
(b) Designing; 23
(c) Estimating of costs; and 24
(d) Preparation of detailed plans and specifications. 25
Sec. 2. This act becomes effective on July 1, 2025. 26
