AN ACT relating to housing; authorizing counties and cities to
establish a program to provide certain housing facilities to
assist persons experiencing homelessness; and providing
other matters properly relating thereto.
Legislative Counsel’s Digest:
Existing law sets forth various powers and duties of counties and cities. 1
(Chapters 244 and 268 of NRS) Sections 1 and 2 of this bill authorize a board of 2
county commissioners and each city council or other governing body of an 3
incorporated city to establish a program to provide housing for persons 4
experiencing homelessness. Sections 1 and 2 require such a program to provide: 5
(1) a housing facility for persons experiencing homelessness that consists of certain 6
individual units and a community kitchen; and (2) supportive services for the 7
persons experiencing homelessness who reside in the facility. 8
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1. Chapter 244 of NRS is hereby amended by adding 1
thereto a new section to read as follows: 2
1. A board of county commissioners may create a program to 3
provide housing for persons experiencing homelessness. 4
2. Except as otherwise provided in subsection 3, t he program 5
must provide: 6

(a) A housing facility for persons experiencing homelessness 1
that consists of: 2
(1) Individual units that each include a bedroom, 3
bathroom, living room and front porch; and 4
(2) A community kitchen; and 5
(b) Supportive services to the persons experiencing 6
homelessness who reside in the facility. 7
3. An individual unit of the housing facility for a program 8
created pursuant to this section must not include a kitchen. 9
4. As used in this section, “supportive services” includes, 10
without limitation, social services, community support services, 11
case management services, employment services, health care and 12
behavioral health treatment. 13
Sec. 2. Chapter 268 of NRS is hereby amended by adding 14
thereto a new section to read as follows: 15
1. A city council or other governing body of an incorporated 16
city may create a program to provide housing for persons 17
experiencing homelessness. 18
2. Except as otherwise provided in subsection 3, the program 19
must provide: 20
(a) A housing facility for persons experiencing homelessness 21
that consists of: 22
(1) Individual units that each include a bedroom, 23
bathroom, living room and front porch; and 24
(2) A community kitchen; and 25
(b) Supportive services to the persons experiencing 26
homelessness who reside in the facility. 27
3. An individual unit of the housing facility for a program 28
created pursuant to this section must not include a kitchen. 29
