AN ACT relating to emergency response; creating the Account for
the Nevada School Safety Data Grant Program within the
Division of Emergency Management of the Office of the
Military to award grants to law enforcement agencies to
procure school mapping data for public schools in this
State; prescribing certain requirements for the use of
grants received from the Account; authorizing the
installation of master key boxes at public and private
schools; and providing other matters p roperly relating
thereto.
Legislative Counsel’s Digest:
Existing law requires: (1) the board of trustees of each school district and the 1
governing body of each charter school and private school to establish a 2
development committee to develop a plan to be used by the schools in the district or 3
the charter school or private school in responding to a crisis, emergency or suicide; 4
and (2) such a development committee to annually review and, as appropriate, 5
update the plan. (NRS 388.241, 388.245, 394.1685, 394. 1688) Existing law creates 6
the Division of Emergency Management within the Office of the Military and 7
requires the Chief of the Division to carry out the program for emergency 8
management in this State. (NRS 414.040) Section 1 of this bill creates the Accou nt 9
for the Nevada School Safety Data Grant Program within the Division to award 10
grants to law enforcement agencies in this State to procure school mapping data for 11
public schools located in the county in which the jurisdiction of the law 12
enforcement agency is located. Section 1: (1) authorizes a law enforcement agency 13
to apply for grants from the Program; (2) requires any grant money awarded from 14
the Program to be used for purposes of providing school mapping data by 15
contracting with a vendor to provide sch ool mapping data; (3) requires an entity 16

that produces school mapping data to meet certain requirements and to provide the 17
school mapping data to the school district and any public safety agency in the 18
county in which the school district is located; (4) requires such school mapping data 19
to comply with certain requirements; and (5) requires the Division to adopt 20
regulations to carry out the provisions of the Program. Sections 1 and 1.1 of this 21
bill prohibit the disclosure of school mapping data produced usin g a grant from the 22
Account except to employees of the school district, a public safety agency or the 23
Division. 24
Sections 1.3 and 1.7 of this bill authorize the board of trustees of a school 25
district or the governing body of a charter school or private scho ol to provide for 26
the installation at the schools under the management of the board of trustees or the 27
governing body of a secure, exterior master key box meeting certain requirements. 28
Sections 1.3 and 1.7 require the board of trustees or the governing body to consult 29
with public safety agencies to determine the location to install the master key box. 30
Sections 1.5 and 1.9 of this bill make certain existing definitions relating to 31
emergency responses in schools applicable to sections 1.3 and 1.7. 32
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1. Chapter 414 of NRS is hereby amended by adding 1
thereto a new section to read as follows: 2
1. The Account for the Nevada School Safety Data Grant 3
Program is hereby created in the State General Fund. The Chief 4
or a designee of the Chief shall administer the Account. The 5
money in the Account must only be used for the purposes 6
described in subsection 5 and is hereby authorized for 7
expenditures as a continuing appropriation for those purposes. 8
2. The money in the Account that is provided from sources 9
other than the State General Fund must remain in the Account 10
and must not revert to the State General Fund at the end of any 11
fiscal year. Money in the Account that is appropriated or allocated 12
from the State General Fund must revert as provided in the 13
legislation that authorizes the appropriation or the allocation. 14
3. The Chief or designee may apply for and accept any gift, 15
donation, bequest, grant or other sourc e of money for the use of 16
the Account. All money received for the use of the Account 17
pursuant to this subsection or from any other source must be 18
deposited with the State Treasurer for credit to the Account. 19
4. A political subdivision may make a grant of money for 20
credit to the Account. Such money must be used for the purposes 21
described in subsection 5, but solely with respect to public schools 22
located within the jurisdiction of the political subdivision. 23
5. A law enforcement agency, in consultation with the school 24
district in the county in which the law enforcement agency is 25
located, may apply to the Division for a grant of money from the 26
Account. A law enforcement agency receiving a grant of money 27

from the Account shall use the money to provide school mapping 1
data for public schools in the jurisdiction of the law enforcement 2
agency for the purpose of facilitating an efficient and effective 3
response to emergencies in those public schools by public safety 4
agencies by contracting with a vendor to provide s uch school 5
mapping data. 6
6. The school mapping data provided pursuant to subsection 7
5 must: 8
(a) Be compatible with software platforms used by any 9
municipal, state or federal public safety agencies which are 10
responsible for providing emergency services to schools in the 11
school district without requiring a public safety agency to 12
purchase additional software or pay a fee to access the data; 13
(b) Be in a printable format in addition to an electronic or 14
digital format that can be integrated into an interactive mobile 15
platform in use by public safety agencies; 16
(c) Be verified for accuracy by the entity that produces the 17
school mapping data by a walk -through of the buildings and 18
grounds of the public school; 19
(d) Be oriented true north and overlaid with gridded x and y 20
coordinates for reference, and capture z -axis elevation data for 21
each floor of the public school; 22
(e) Contain site-specific labeling that matches the structure of 23
school buildings, including, wit hout limitation, room labels, 24
hallway names, external doors or stairwell numbers, locations of 25
hazards, critical utility locations, key boxes, automated external 26
defibrillators and trauma kits; 27
(f) Contain site -specific labeling that matches the school 28
grounds, including, without limitation, parking areas, athletic 29
fields, surrounding roads and neighboring properties; and 30
(g) Be provided to the school district and public safety agencies 31
in the county in which the school district is located at no 32
additional cost beyond the initial cost of production of the school 33
mapping data. 34
7. A vendor that contracts with a law enforcement agency 35
pursuant to this section must: 36
(a) Comply with Special Publications 800 -45, 800 -53, 800 -61 37
and 800-171 published by the Nat ional Institute of Standards and 38
Technology of the United States Department of Commerce. 39
(b) Ensure that all aspects of the process of creating school 40
mapping data are developed and maintained within the geographic 41
boundaries of the United States or any t erritory or possession 42
subject to the jurisdiction of the United States. 43
8. School mapping data produced pursuant to this section: 44
(a) Shall be deemed the property of the school district. 45

(b) Is confidential and must not be disclosed to any person 1
except to an employee of the school district, a public safety agency 2
or the Division as necessary to enhance the efficiency and 3
effectiveness of the response to emergencies at a public school. 4
9. The Chief may accept in -kind gifts or donations to assist 5
law enforcement agencies in providing school mapping data for 6
public schools. 7
10. The Division shall adopt regulations necessary to carry 8
out the provisions of this section, including, without limitation, 9
regulations to ensure compliance with the requir ements for the 10
use of money from grants received from the Account pursuant to 11
this section. 12
11. As used in this section: 13
(a) “Law enforcement agency” means an agency, office or 14
bureau of this State or a political subdivision of this State, the 15
primary duty of which is to enforce the law. 16
(b) “Public safety agency” has the meaning ascribed to it in 17
NRS 388.2345. 18
(c) “Public school” has the meaning ascribed to it in 19
NRS 385.007. 20
(d) “School mapping data” means structural data in a 21
printable format in a ddition to an electronic or digital format of 22
school buildings and grounds, including, without limitation, floor 23
plans, aerial imagery and site -specific labels identifying rooms, 24
hallways, stairwells and emergency resources to assist a public 25
safety agency in responding to emergencies at a public or private 26
school. 27
(e) “Software platforms” means the digital tools and systems 28
used by a public safety agency to access, share and use school 29
mapping data and related emergency information. 30

any person, and may be fully copied or an abstract or memorandum 37
may be prepared from those public books and public records. Any 38
such copies, abstracts or memoranda may be used to supply the 39
general public with copies, abstracts or memoranda of the records or 40
may be used in any other way to the advantage of the governmental 41
entity or of the general public. This section does not supersed e or in 42
any manner affect the federal laws governing copyrights or enlarge, 43
diminish or affect in any other manner the rights of a person in any 44
written book or record which is copyrighted pursuant to federal law. 45

2. A governmental entity may not reject a book or record 1
which is copyrighted solely because it is copyrighted. 2
3. A governmental entity that has legal custody or control of a 3
public book or record shall not deny a request made pursuant to 4
subsection 1 to inspect or copy or receive a copy of a public book or 5
record on the basis that the requested public book or record contains 6
information that is confidential if the governmental entity can 7
redact, delete, conceal or separate, including, without limitation, 8
electronically, the confidential infor mation from the information 9
included in the public book or record that is not otherwise 10
confidential. 11
4. If requested, a governmental entity shall provide a copy of a 12
public record in an electronic format by means of an electronic 13
medium. Nothing in this subsection requires a governmental entity 14
to provide a copy of a public record in an electronic format or by 15
means of an electronic medium if: 16
(a) The public record: 17
(1) Was not created or prepared in an electronic format; and 18
(2) Is not available in an electronic format; or 19
(b) Providing the public record in an electronic format or by 20
means of an electronic medium would: 21
(1) Give access to proprietary software; or 22
(2) Require the production of information that is confidential 23
and that cannot be redacted, deleted, concealed or separated from 24
information that is not otherwise confidential. 25
5. An officer, employee or agent of a governmental entity who 26
has legal custody or control of a public record: 27
(a) Shall not refuse to provide a copy of that public record in the 28
medium that is requested because the officer, employee or agent has 29
already prepared or would prefer to provide the copy in a different 30
medium. 31
(b) Except as otherwise provided in NRS 239.030, shall, upon 32
request, prepare the copy of the public record and shall not require 33
the person who has requested the copy to prepare the copy himself 34
or herself. 35
Sec. 1.3. Chapter 388 of NRS is hereby amended by adding 36
thereto a new section to read as follows: 37
1. To permit emergency access by public safety agencies to 38
the premises of a public school, the board of trustees of a school 39
district or the governing body of a charter school may provide for 40
the installation at public schools in the school district or t he 41
charter school, as applicable, of a secure, exterior master key box 42
that meets the requirements of Underwriters Laboratories Inc. 43
Standard 1037, “Antitheft Alarms and Devices.” 44

2. If the board of trustees of a school district or the governing 1
body of a charter school intends to provide for the installation of a 2
master key box pursuant to this section, the board of trustees or 3
the governing body shall consult with the public safety agencies 4
responsible for providing emergency services to schools in the 5
school district or the charter school, as applicable, to determine 6
the location to install the master key box. 7
Sec. 1.5. NRS 388.229 is hereby amended to read as follows: 8
388.229 As used in NRS 388.229 to 388.266, inclu sive, and 9
section 1.3 of this act, unless the context otherwise requires, the 10
words and terms defined in NRS 388.231 to 388.2359, inclusive, 11
have the meanings ascribed to them in those sections. 12
Sec. 1.7. Chapter 394 of NRS is hereby amended by adding 13
thereto a new section to read as follows: 14
1. To permit emergency access by public safety agencies to 15
the premises of a private school, the governing body of a private 16
school may provide for the installation at the private school of a 17
secure, exterior master key box that meets the requirements of 18
Underwriters Laboratories Inc. Standard 1037, “Antitheft Alarms 19
and Devices.” 20
2. If the governing body of a private school intends to provide 21
for the installation of a master key box pursuant to this section, 22
the governing body shall consult with the public safety agencies 23
responsible for providing emergency services to the private school 24
to determine the location to install the master key box. 25
Sec. 1.9. NRS 394.168 is hereby amended to read as follows: 26
394.168 As used in NRS 394.168 to 394.1699, inclusive, and 27
section 1.7 of this act, unless the context otherwise requires, the 28
words and terms defined in NRS 394.1681 to 394.1684, inclusive, 29
have the meanings ascribed to them in those sections. 30
Sec. 2. (Deleted by amendment.) 31
Sec. 3. 1. This section becomes effective upon passage and 32
approval. 33
2. Sections 1 to 2, inclusive, of this act become effective: 34
(a) Upon passage and approval for the purpose of adopting 35
regulations and performing other preparatory administrative tasks 36
that are necessary to carry out the provisions of this act; and 37
(b) On October 1, 2025, for all other purposes. 38
H
