AN ACT relating to workforce development; providing for the
creation of the Southern Nevada Health Care Workforce
Apprenticeship Pilot Program; making an appropriation;
and providing other matters properly relating thereto.
Legislative Counsel’s Digest:
Existing law provides for the promotion, registration and approval of 1
apprenticeship programs in this State. (Chapter 610 of NRS) Section 1 of this bill 2
requires Workforce Connections to use the money appropriated by section 2 of this 3
bill to develop, create and administer the Southern Nevada Health Care Workforce 4
Apprenticeship Pilot Program for the purpose of addressing shortages in the 5
number of medical assistants and pharmaceutical technicians in this State through 6
the establishment of a pprenticeship programs in Southern Nevada for the training 7
of such persons. Section 1 requires the Program to provide: (1) for the 8
establishment of apprenticeship programs in Southern Nevada for the training of 9
medical assistants and pharmaceutical technic ians, which must be registered and 10
approved by the State Apprenticeship Council; and (2) money for participants in 11
the program to cover the costs of participating in the program, including, without 12
limitation, fees for professional certifications and regis trations, as applicable, for 13
not more than 100 apprentices who are enrolled in apprenticeship programs 14
established under the Program. 15
Section 2 makes an appropriation to Workforce Connections to carry out the 16
Program. 17

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1. 1. Workforce Connections shall use the money 1
appropriated by section 2 of this act to develop, create and 2
administer the Southern Nevada Health Care Workforce 3
Apprenticeship Pilot Program for the purpose of addressing 4
shortages in the number of medical assistants and pharmaceutical 5
technicians in this State through the establishment of apprenticeship 6
programs for the training of such persons. 7
2. The Program must provide: 8
(a) For the establishment of apprenticeship programs in 9
Southern Nevada for the training of medical assistants and 10
pharmaceutical technicians. Any apprenticeship program established 11
under the Program must be registered and approved by the State 12
Apprenticeship Council pursuant to chapter 610 of NRS. 13
(b) Money for participants in the Program to cover the costs of 14
participating in the Program, including, without limitation, fees for 15
professional certifications and registrations, as applicable, for not 16
more than 100 apprentices who are enrolled in apprenticeship 17
programs established under the Program. 18
3. As used in this section: 19
(a) “Medical assistant” has the meaning ascribed to it in NRS 20
630.0129 and 633.075. 21
(b) “Pharmaceutical technician” has the mean ing ascribed to it 22
in NRS 639.0113. 23
Sec. 2. 1. There is hereby appropriated from the State 24
General Fund to Workforce Connections the sum of $300,000 to 25
carry out the Southern Nevada Health Care Workforce 26
Apprenticeship Pil ot Program established pursuant to section 1 of 27
this act. 28
2. Any remaining balance of the appropriation made by 29
subsection 1 must not be committed for expenditure after June 30, 30
2027, by the entity to which the appropriation is made or any entity 31
to whic h money from the appropriation is granted or otherwise 32
transferred in any manner, and any portion of the appropriated 33
money remaining must not be spent for any purpose after 34
September 17, 2027, by either the entity to which the money was 35
appropriated or t he entity to which the money was subsequently 36
granted or transferred, and must be reverted to the State General 37
Fund on or before September 17, 2027. 38
Sec. 3. This act becomes effective on July 1, 2025. 39
