AN ACT relating to animals; directing the Joint Interim Standing
Committee on Natural Resources to conduct a study
during the 2025 -2026 interim concerning the sale of cats
and dogs by retail pet stores in this State; and providing
other matters properly relating thereto.
Legislative Counsel’s Digest:
Existing law creates the Joint Interim Standing Committee on Natural 1
Resources. (NRS 218E.320) Existing law authorizes the Committee to: (1) evaluate 2
and review issues related to natural resources in this State ; (2) conduct 3
investigations and hold hearings; and (3) conduct studies as directed by the 4
Legislature or Legislative Commission . Existing law requires the Committee to 5
make certain reports to the Legislature. (NRS 218E.330) This bill directs the 6
Committee to conduct a study during the 2025 -2026 interim concerning the sale of 7
cats and dogs by retail pet stores in this State. 8

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. 1. The Joint Interim Standing Committee on 1
Natural Resources shall conduct a study during the 2025 -2026 2
interim concerning the sale of cats and dogs by retail pet stores in 3
this State. 4

2. The study must include, without limitation, an examination 1
of: 2
(a) The acquisition of cats and dogs by retail pet stores for resale 3
in this State; and 4
(b) The treatment of cats and dogs by retail pet stores after the 5
cats and dogs are acquired and before the cats and dogs are sold by 6
the retail pet stores. 7
3. The Committee shall include its findings relating to the 8
study in the report required by subsection 4 of NRS 218E.330 to be 9
prepared and submitted to the Director of the Legislative Counsel 10
Bureau for transmittal to the 84th Session of the Legislature. 11
