AN ACT relating to governmental administration; revising the
number of meetings the Office of Minority Health and
Equity within the Department of Health and Human
Services, the Nevada Commission on Minority Affairs of
the Department of Business and Industry and the Office
for New Americ ans in the Office of the Governor are
required to facilitate between diversity and inclusion
liaisons and minority groups; and providing other matters
properly relating thereto.
Legislative Counsel’s Digest:
Existing law creates the Office of Minority Hea lth and Equity within the 1
Department of Health and Human Services, the Nevada Commission on Minority 2
Affairs of the Department of Business and Industry and the Office for New 3
Americans in the Office of the Governor to study and work on issues affecting 4
minorities and immigrants. (NRS 223.910, 232.474, 232.852, 232.860) Existing 5
law also requires each state agency, to the extent practicable, to designate a 6
diversity and inclusion liaison and sets forth the duties of such a liaison. (NRS 7
232.0085) Existing la w further requires the Office of Minority Health and Equity, 8
the Nevada Commission on Minority Affairs and the Office for New Americans to 9
collaborate to facilitate a meeting between diversity and inclusion liaisons and 10
representatives of various minority groups at least once each year. (NRS 232.0087) 11
This bill revises the required number of those meetings from one to three each year. 12

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1. NRS 232.0087 is hereby amended to read as 1
follows: 2
232.0087 1. At least [once] three times each year, the Office 3
of Minority Health and Equity, the Commission on Minority Affairs 4
and the Office for New Americans shall collaborate to facilitate a 5
meeting between diversity and inclusion liaisons designated 6
pursuant to NRS 232.0085 and representatives of various minority 7
groups to make recommendations regarding and address: 8
(a) Matters of mutual concern between state agencies and 9
minority groups; 10
(b) Opportunities to collaborate and increase the accessibility 11
and inclusivity of services delivered to minority groups; 12
(c) The need for state agencies to eliminate systemic racism and 13
structures of racial discrimination within the State of Nevada; and 14
(d) Strategies for ensuring that members of minority groups are 15
able to access programs and services offered by the state agency and 16
interact with the State Government. 17
2. On or before January 1 of each year, the Office of Minority 18
Health and Equity, the Commission on Minority Affairs and the 19
Office for New Americans shall collaborate on and submit to the 20
Governor and to the Director of the Legislative Counsel Bureau for 21
transmittal to the Legislative Commission a report on the findings 22
and recommendations from the [meeting] meetings required by 23
subsection 1. 24
Sec. 2. The provisions of subsection 1 of NRS 218D.380 do 25
not apply to any provision of this act which adds or revises a 26
requirement to submit a report to the Legislature. 27
Sec. 3. This act becomes effective on July 1, 2025. 28
