AN ACT relating to natural resources; authorizing the Joint Interim
Standing Committee on Natural Resources to evaluate
and review issues relating to water conservation;
requiring the Division of Environmental Protection of the
State Department of Conservation and Natural Resources
to conduct an interim study on artificial turf and synthetic
grass; and providing other matters properly relating
thereto.
Legislative Counsel’s Digest:
Existing law creates the Joint Interim Standing Committee on Natural 1
Resources and sets forth the powers and dut ies of the Committee. (NRS 218E.320, 2
218E.330) Section 1 of this bill authorizes the Committee to evaluate and review 3
issues relating to water conservation. 4
Section 2 of this bill requires the Division of Environmental Protection of the 5
State Department of Conservation and Natural Resources to: (1) conduct an interim 6
study during the 2025-2026 legislative interim on artificial turf and synthetic grass ; 7
and (2) on or before August 1, 2026, submit a report of its findings and 8
recommendations to the Director of the Legislative Counsel Bureau for transmi ttal 9
to the 84th Session of the Nevada Legislature. 10
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1. NRS 218E.330 is hereby amended to read as 1
follows: 2
218E.330 1. A Joint Interim Standing Committee may: 3

(a) Evaluate and review issues within the jurisdiction of the 1
corresponding standing committee or committees from the 2
preceding regular session; 3
(b) Exercise any of the investigative powers set forth in NRS 4
218E.105 to 218E.140, inclusive; and 5
(c) Within the limits of the Committee’s budget, conduct studies 6
directed by the Legislature or the Legislative Commission. 7
2. In addition to the authorized scope of issues set forth in 8
paragraph (a) of subsection 1: 9
(a) The Joint Interim Standing Committee on Health and Human 10
Services shall, either as part of its regular work or through 11
appointment of a subcommittee, evaluate and review issues relating 12
to child welfare. 13
(b) The Joint Interim Standing Committee on the Judiciary shall, 14
either as part of its regular work or through appointment of a 15
subcommittee, evaluate and review issues relating to juvenile 16
justice. 17
(c) The Joint Interim Standing Committee on Legislative 18
Operations and Elections may evaluate and review issues relating to 19
governmental purchasing, including, without limitation, 20
recommendations submitted to the Joint Interim Standing 21
Committee by the Commiss ion to Study Governmental Purchasing 22
pursuant to NRS 332.215. 23
(d) The Joint Interim Standing Committee on Natural 24
Resources may evaluate and review issues relating to water 25
conservation, including , without limitation, efforts to conserve 26
water, goals for water conservation, incentive programs and water 27
rates and charges of the municipal water providers in the states 28
composing the Colorado River Basin. 29
3. The Legislative Commission shall review and approve the 30
budget and work program of each Joint Interim Standing Committee 31
and any changes to the budget or work program. 32
4. A Joint Interim Standing Committee shall prepare a 33
comprehensive report of the Committee’s activities in the interim 34
and its findings and any recommendations for proposed legislation. 35
The report must be submitted to the Director for distribution to the 36
next regular session. 37
Sec. 2. 1. The Division of Environmental Protection of the 38
State Department of Conservation and Natural Resources shall 39
conduct a study during the 2025 -2026 legislative interim regarding 40
the use of artificial turf and synthetic grass. 41
2. The study must include, without limitation: 42
(a) An evaluation of the types of: 43
(1) Artificial turf and synthetic grass that are available for 44
use; 45

(2) Materials that comprise artificial turf and synthetic grass; 1
and 2
(3) Artificial turf and synthetic grass that are in use in this 3
State and in any other state composing the Colorado River Basin; 4
and 5
(b) Recommendations for the types of artificial turf and 6
synthetic grass that are appropriate to use and install in this State. 7
3. On or before August 1, 2026, the Division shall submit a 8
report of the results of the study to the Director of the Legislative 9
Counsel Bureau for transmittal to the 84th Session of the Nevada 10
Legislature. 11
Sec. 3. This act becomes effective on July 1, 2025. 12
