AN ACT relating to governmental administration; making an
appropriation to City of Hope to establish an outpatient
cancer treatment clinic; establishing the Oncology
Excellence Committee within the Department of Health
and Human Services ; and providing other matters
properly relating thereto.
Legislative Counsel’s Digest:
Section 1 of this bill makes an appropriation to City of Hope to establish an 1
outpatient cancer treatment clinic in Clark County. Section 1 requires City of Hope, 2
upon acceptance of the money, to: (1) enter into an affiliation agreement with the 3
Kirk Kerkorian School of Medicine at the University of Nevada, Las Vegas to 4
provide clinical training to students of the Kirk Kerkorian School of Medicine; and 5
(2) prepare a nd transmit reports to the Interim Finance Committee and the 6
Oncology Excellence Committee within the Department of Health and Human 7
Services created by section 2 of this bill regarding each expenditure made from the 8
money appropriated to City of Hope. Section 2 creates the Oncology Excellence 9
Committee and requires the Committee to: (1) obtain confirmation that City of 10
Hope has entered into the required agreement with the Kirk Kerkorian School of 11
Medicine; and (2) monitor the use of money appropriated to City of Hope to ensure 12
that the money is used only for authorized purposes. Section 3 of this bill provides 13
for the expiration on October 1, 2027, of the provisions creating the Committee. 14

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. 1. There is hereby appropriated from the State 1
General Fund to City of Hope the sum of $50,000,000 to establish 2
an outpatient cancer treatment clinic in Clark County. 3
2. The money appropriated by subsection 1 may be used to: 4
(a) Lease office space; 5
(b) Make tenant improvements; 6
(c) Purchase office equipment; 7
(d) Purchase specialized medical equipment; and 8
(e) Pay staff of the treatment clinic. 9
3. Upon acceptance of the money appropriated by subsection 1, 10
City of Hope agrees to: 11
(a) On or before January 1, 2026, enter into an affiliation 12
agreement with the Kirk Kerkorian School of Medicine at the 13
University of Nevada, Las Vegas to provide clinical training to 14
students of the Kirk Kerkorian School of Medicine. The duration of 15
the affiliation agreement must be for not less than 5 years. 16
(b) Prepare and transmit a report to the Interim Finance 17
Committee and the Oncology Excellence Committee created by 18
section 2 of this act, on or before December 18, 2026, that describes 19
each expenditure made from the money appropriated by subsection 20
1 from the date on which the money was received by City of Hope 21
through December 1, 2026. 22
(c) Prepare and transmit a final report to the Interim Finance 23
Committee and the Oncology Excellence Committee created by 24
section 2 of this act, on or before September 17, 2027, that describes 25
each expenditure made from the money appropriated by subsection 26
1 from the date on which the money was received by City of Hope 27
through June 30, 2027. 28
(d) Upon request of the Legislative Commission, make available 29
to the Legislative Auditor any of the books, accounts, claims, 30
reports, vouchers or other records of information, confidential or 31
otherwise, of City of Hope, regardless of their form or location, that 32
the Legislative Auditor deems nece ssary to conduct an audit of the 33
use of the money appropriated pursuant to subsection 1. 34
4. Any remaining balance of the appropriation made by 35
subsection 1 must not be committed for expenditure after June 30, 36
2027, by the entity to which the appropriatio n is made or any entity 37
to which money from the appropriation is granted or otherwise 38
transferred in any manner, and any portion of the appropriated 39
money remaining must not be spent for any purpose after 40
September 17, 2027, by either the entity to which the money was 41
appropriated or the entity to which the money was subsequently 42

granted or transferred, and must be reverted to the State General 1
Fund on or before September 17, 2027. 2
Sec. 2. 1. The Oncology Excellence Commit tee is hereby 3
created within the Department of Health and Human Services. 4
2. The Committee consists of the following nine members: 5
(a) Seven members appointed by the Governor: 6
(1) One of whom must be selected by the Board of County 7
Commissioners of Clark County; 8
(2) One of whom must be selected by the Dean of the Kirk 9
Kerkorian School of Medicine at the University of Nevada, Las 10
Vegas; 11
(3) One of whom must be selected by the Executive Director 12
of the Office of Economic Development; 13
(4) One of who m must be selected by the Director of the 14
Department of Health and Human Services; 15
(5) Two of whom must be selected by the Governor; and 16
(6) One of whom must be a representative of an organization 17
that advocates on behalf of persons with cancer. 18
(b) One member appointed by the Majority Leader of the 19
Senate. 20
(c) One member appointed by the Speaker of the Assembly. 21
3. The Committee shall: 22
(a) At its first meeting and annually thereafter, elect a Chair 23
from among its members; 24
(b) Meet at the call of the Chair or a majority of its members as 25
necessary, but not to exceed six meetings per year; 26
(c) Obtain confirmation that City of Hope has entered into the 27
agreement required by paragraph (a) of subsection 3 of section 1 of 28
this act, not later than January 1, 2026; 29
(d) Monitor the use of money appropriated to City of Hope 30
pursuant to subsection 1 of section 1 of this act to ensure that the 31
money is used only for the purposes listed in subsection 2 of section 32
1 of this act; and 33
(e) Notify the Fiscal Analysis Division of the Legislative 34
Counsel Bureau if it appears that: 35
(1) City of Hope has not entered into the agreement required 36
by paragraph (a) of subsection 3 of section 1 of this act on or before 37
January 1, 2026. 38
(2) Money appropriated pursuant to subsection 1 of section 1 39
of this act has been used for a purpose other than the purposes listed 40
in subsection 2 of section 1 of this act. 41
4. Each member of the Commit tee serves without 42
compensation and is not entitled to receive a per diem allowance or 43
travel expenses. 44

5. The Department of Health and Human Services shall 1
provide administrative support to the Committee as necessary to 2
carry out the duties of the Committee. 3
Sec. 3. 1. This section becomes effective upon passage and 4
approval. 5
2. Sections 1 and 2 of this act become effective on July 1, 6
2025. 7
3. Section 2 of this act expires by limitation on October 1, 8
2027. 9
