AN ACT relating to education; requiring each public school to
establish and maintain a publicly available list in an
electronic format cataloguing all print and digital
materials available in the school library and all
instructional materials used as a part of the school
curriculum; and providing other matters properly relating
thereto.
Legislative Counsel’s Digest:
Existing law requires the board of trustees of a school distr ict to purchase all 1
new library books, textbooks and supplementary schoolbooks which are necessary 2
and have been approved by the State Board of Education to carry out the mandates 3
of the school curriculum to be used by pupils of the school district. (NRS 3 93.170) 4
Section 1 of this bill requires each public school to establish and maintain in an 5
electronic format a list of all print and digital materials available in the school 6
library and all instructional materials used as a part of the school curriculum. The 7
list must: (1 ) be posted in a publicly accessible location on an Internet website 8
maintained by the school; (2) identify each item by International Standard Book 9
Number, title and author; and (3) be maintained and updated as necessary to 10
accurately reflect all print an d digital materials available in the school library and 11
any instructional materials used as a part of the school curriculum. 12

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1. Chapter 388 of NRS is hereby amended by adding 1
thereto a new section to read as follows: 2
1. Each public school shall establish and maintain in an 3
electronic format a list of: 4
(a) All print and digital materials available in the school 5
library at the public school; and 6
(b) All instructional materials used as a part of the school 7
curriculum. 8
2. The list required pursuant to subsection 1 must: 9
(a) Be posted in a publicly accessible location on an Internet 10
website maintained by the public school in a searchable and 11
downloadable format; 12
(b) Identify each item by title, author , International Standard 13
Book Number and any such other identifying features or 14
information that the school deems appropriate; and 15
(c) Be maintained and updated as necessary to accurately 16
reflect all print and digital materials available in the school library 17
and any instructional materials used as a part of the school 18
curriculum. 19
3. As used in this section: 20
(a) “Instructional material” means any print or digital 21
material that is provided to a pupil or otherwise used in the 22
classroom as a part of the school curriculum, including , without 23
limitation, the curriculum of any course or program of instruction 24
provided or offered to pupils enrolled in the school. The term does 25
not include academic tests or assessments or audiovisual 26
materials. 27
(b) “International Standard Book Number” means the 28
numeric code which is unique to e ach publication of a book and 29
assigned to a publication of a book by the International ISBN 30
Agency. 31
(c) “Print material” means any book, graphic novel, pamphlet, 32
magazine, newspaper, periodical or other written material or 33
document that is available in a print or digital format. The term 34
includes, without limitation, any such material that is composed of 35
or includes drawings, paintings, photographs or other visual 36
depictions. 37
(d) “School library” means an y area inside a public school 38
containing library books and other materials, including, without 39
limitation, paperback and hardback books. 40

Sec. 2. The provisions of NRS 354.599 do not apply to any 1
additional expenses of a local government that are related to the 2
provisions of this act. 3
