SUMMARY—Revises provisions relating to certain foster care and

AN ACT relating to public welfare; requiring an allocation from the
Fund for a Resilient Nevada for a program for certain
young adults; making appropriations; and providing other
matters properly relating thereto.
Legislative Counsel’s Digest:
Existing law: (1) creates the Fund for a Resilient Nevada to hold the proceeds 1
of certain litigation by the State concerning the manufacture, distribution, sale or 2
marketing of opioids; and (2) provides for the use of the money in the Fund for 3
statewide projects and dis tribution as grants to address the impacts of opioid use 4
disorder and other substance use disorders. (NRS 433.732-433.740) Existing law 5
requires the Director of the Department of Health and Human Services to 6
administer the Fund. (NRS 433.73 2) Section 3 of this bill requires the Director to 7
make an allocation of $2,500,000 from the Fund to Clark County, Washoe County 8
and the Division of Child and Family Services of the Department for 9
reimbursement of costs incurred during the 202 5-2027 biennium for providing a 10
program to support persons who are 18 years of age and older but less than 23 years 11
of age and are transitioning from foster care to independent living. 12
Section 3.5 of this bill makes an appropriation to the Division of Public and 13
Behavioral Health of the Department of Health and Human Services for allocation 14
to Clark County and Washoe County to provide a jail -based behavioral health 15
program during the 2025-2027 biennium. 16
Section 3.7 of this bill makes an appropriation to the Center for the Applicatio n 17
of Substance Abuse Technologies within the School of Public Health at the 18
University of Nevada, Reno , for the provision of an online graduate certification 19
concerning co-occurring behavioral health and wellness. 20

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. (Deleted by amendment.) 1
Sec. 2. (Deleted by amendment.) 2
Sec. 3. Notwithstanding any other provision of law to the 3
contrary, the Director of the Department of Health and Human 4
Services shall allocate $2,500,000 of the money in the Fund for a 5
Resilient Nevada created by NRS 433.732 for reimbursement of 6
costs incurred during the 202 5-2027 biennium for providing a 7
program to support persons who are 18 years of age and older but 8
less than 23 years of age and are transitioning from foster care to 9
independent living to: 10
1. Clark County for reimbursement of not more than the 11
following amounts: 12
For the Fiscal Year 2025-2026 .................................. $671,762 13

2. Washoe County for reimbursement of not more than the 15
following amounts: 16

3. The Division of Child and Family Services of the 19
Department of Health and Human Services for reimbursement of not 20
more than the following amounts: 21

Sec. 3.5. 1. There is hereby appropriated from the State 24
General Fund to the Division of Public and Behavioral Health of the 25
Department of Health and Human Services the sum of $11,897,709 26
for the provision of a jail -based behavioral health program during 27
the 2025-2027 biennium. 28
2. Of the amount appropriated by subsection 1, the Division 29
shall allocate for use for the purpose set forth in subsection 1: 30
(a) The sum of $6,393,106 to Clark County; and 31
(b) The sum of $5,504,603 to Washoe County. 32
3. Any remaining balance of the appropriation made by 33
subsection 1 must not be committ ed for expenditure after June 30, 34
2027, by the entity to which the appropriation is made or any entity 35
to which money from the appropriation is granted or otherwise 36
transferred in any manner, and any portion of the appropriated 37
money remaining must not be spent for any purpose after 38
September 17, 2027, by either the entity to which the money was 39
appropriated or the entity to which the money was subsequently 40
granted or transferred, and must be reverted to the State General 41
Fund on or before September 17, 2027. 42

Sec. 3.7. 1. To the extent that money is available, there is 1
hereby appropriated from the Fund for a Resilient Nevada created 2
by NRS 433.732 to the Center for the Application of Substance 3
Abuse Technologies within the School of Public Health at the 4
University of Nevada, Reno , the sum of $750,000 for the provision 5
of an online graduate certification concerning co -occurring 6
behavioral health and wellness. 7
2. If there is insufficient money available to make th e full 8
appropriation provided pursuant to subsection 1, there is hereby 9
appropriated from the State General Fund to the Center for the 10
Application of Substance Abuse Technologies within the School of 11
Public Health at the University of Nevada, Reno , a suffi cient 12
amount of money to pay the remaining amount of the appropriation 13
set forth in subsection 1 for the provision of an online graduate 14
certification concerning co -occurring behavioral health and 15
wellness. 16
3. Any remaining balance of an appropriation ma de by 17
subsection 1 or 2 , as applicable, must not be committed for 18
expenditure after June 30, 2027, by the entity to which the 19
appropriation is made or any entity to which money from the 20
appropriation is granted or otherwise transferred in any manner, and 21
any portion of the appropriated money remaining must not be spent 22
for any purpose after September 17, 2027, by either the entity to 23
which the money was appropriated or the entity to which the money 24
was subsequently granted or transferred, and must be reverted to the 25
appropriate fund on or before September 17, 2027. 26
Sec. 4. This act becomes effective on July 1, 2025. 27
