AN ACT making an appropriation to the Division of Emergency
Management of the Office of the Military for the
Nonprofit Security Grant Pilot Program; and providing
other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1. 1. There is hereby appropriated from the State 1
General Fund to the Division of Emergency Management of the 2
Office of the Military for the Nonprofit Security Grant Pilot 3
Program created pursuant to subsection 2 the following sums: 4
For the Fiscal Year 2025-2026 ............................... $2,000,000 5
For the Fiscal Year 2026-2027 ............................... $2,000,000 6
2. The Division of Emergency Management of the Office of 7
the Military shall create the Nonprofit Security Grant Pilot Program. 8
Except as otherwise provided in subsections 3 and 4, the Division 9
shall award grants from the money appropriated by subsection 1 for 10
the Program to organizations in this State that qualify as tax -exempt 11
pursuant to section 501(c)(3) of the Internal Revenue Code and are 12
at risk of threats, attacks and other violent acts to: 13
(a) Hire permanent or temporary security personnel to protect 14
the organization, including, without limitation, the physical locat ion 15
and facilities of the organization and any person on those premises, 16

except for costs to support security associated with travel outside 1
this State; or 2
(b) Acquire equipment to improve the security of the physical 3
location and facilities of the organi zation to prepare against threats, 4
attacks and other violent acts. 5
3. The Division: 6
(a) May not award a grant from the Program: 7
(1) For the purpose set forth in paragraph (a) of subsection 2, 8
of more than $10,000. 9
(2) For the purpose set forth in paragraph (b) of subsection 2, 10
of more than $50,000. 11
(3) To an organization in a fiscal year for both the purpose 12
set forth in paragraph (a) of subsection 2 and the purpose set forth in 13
paragraph (b) of subsection 2. 14
(b) Shall prioritize the award of gra nts from the Program to 15
organizations that: 16
(1) Are at the greatest risk of threat, attack or other violent 17
act, as determined by the Division; and 18
(2) Have not been awarded a grant from the Federal 19
Government for security personnel or equipment during the 20
immediately preceding two federal fiscal years. 21
4. The Division may: 22
(a) Apply for and accept gifts, grants and donations from any 23
source for the purpose of carrying out the Program; and 24
(b) Use not more than 5 percent of the money appropriated by 25
subsection 1 for a fiscal year to administer the Program. 26
5. Any balance of the sums appropriated by subsection 1 27
remaining at the end of the respe ctive fiscal years must not be 28
committed for expenditure after June 30 of the respective fiscal 29
years by the entity to which the appropriation is made or any entity 30
to which money from the appropriation is granted or otherwise 31
transferred in any manner, an d any portion of the appropriated 32
money remaining must not be spent for any purpose after 33
September 18, 2026, and September 17, 2027, respectively, by 34
either the entity to which the money was appropriated or the entity 35
to which the money was subsequently g ranted or transferred, and 36
must be reverted to the State General Fund on or before 37
September 18, 2026, and September 17, 2027, respectively. 38
Sec. 2. This act becomes effective on July 1, 2025. 39
