AN ACT relating to social work; making appropriations to the
University of Nevada, Reno, and the University of
Nevada, Las Vegas, to award scholarships to certain
students enrolled in social work programs; and providing
other matters properly relating thereto.
Legislative Counsel’s Digest:
Existing law authorizes a student of social work or a social work trainee to 1
engage in the supervised practice of social work in a training institution or facility 2
recognized by the Board of Examiners for Social Workers. (NRS 641B.040) 3
Section 17 of this bill makes appropriations to the University of Nevada, Reno, and 4
the University of Nevada, Las Vegas, to award scholarships to students who: (1) are 5
enrolled in a program to obtain a bachelor’s degree or master’s degree in social 6
work; and (2) as part of such a progr am, are engaging in a field practicum at a 7
practicum site that meets certain requirements. 8

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Sec. 17. 1. There is hereby appropriated from the State 16
General Fund to the University of Nevada, Reno, the sum of 17
$1,600,000 to award scholarships as provided in subsection 3. 18
2. There is hereby appropriated from the State General Fund to 19
the University of Nevada, Las Vegas, the sum of $400,000 to award 20
scholarships as provided in subsection 3. 21
3. The money appropriated by subsections 1 and 2 must be 22
used to award scholarships to students who: 23
(a) Are enrolled in a program to obtain a bachelor’s degree or 24
master’s degree in social work; and 25
(b) As part of such a program, are engaging in a field practicum 26
at a practicum site that is: 27
(1) A hospital that has been certified as a critical access 28
hospital by the United States Secretary of Health and Human 29
Services pursuant to 42 U.S.C. § 1395i-4(e); 30
(2) A rural clinic, as that term is defined in NRS 449.0175; 31
(3) A rural hospital, as that term is defined in NRS 449.0177; 32
(4) A rural emergency hospital, as that term is defined in 33
NRS 449.0178; 34
(5) In a census tract which, upon commencement of the field 35
practicum, was designated as a qualified census tract by the United 36
States Secretary of Housing and Urban Development pursuant to 26 37
U.S.C. § 42(d)(5)(B)(ii); 38
(6) In a community in which, according to the decennial 39
census immediately preceding the commencement of the field 40
practicum, at least 20 percent of the households were not profic ient 41
in the English language; 42
(7) On tribal land; 43

(8) A facility of a government agency or health care center 1
that primarily provides services in a community where tribal 2
members commonly reside; or 3
(9) In a county whose population is less than 100,000. 4
4. Any remaining balance of the appropriations made by 5
subsections 1 and 2 must not be committed for expenditure after 6
June 30, 2027, by the entity to which the appropriation is made or 7
any entity to which money from the appropriation is granted or 8
otherwise transferred in any manner, and any portion of the 9
appropriated money remaining must not be spent for any purpose 10
after September 17, 2027, by either the entity to which the money 11
was appropriated or the entity to which the money was subsequently 12
granted or transferred, and must be reverted to the State General 13
Fund on or before September 17, 2027. 14
Sec. 18. This act becomes effective on July 1, 2025. 15
