SUMMARY—Establishes the Nevada Energy Resiliency Task

AN ACT relating to energy; creating the Nevada Energy Resiliency
Task Force; setting forth the membership and duties of
the Task Force; and providing other matters properly
relating thereto.
Legislative Counsel’s Digest:
Section 1 of this bill creates the Nevada Energy Resiliency Task Force to 1
analyze the energy and fuel chain supply of the State, investigate options to reduce 2
certain fuel dependencies and recommend strategies to develop and ensure energy 3
resiliency in the State. Section 1 also: (1) prescribes the membership and dut ies of 4
the Task Force; and (2) requires the Task Force to submit a written report of its 5
findings and recommendations to the Legislature not later than December 31, 2026. 6
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1. 1. The Nevada Energy Resiliency Task Force is 1
hereby created. The Task Force consists of the following 11 2
members: 3
(a) Seven members appointed by the Governor, to include, 4
without limitation, at least one expert in each of the areas of energy, 5
logistics and economics; 6
(b) One member appointed by the Majority Leader of the 7
Senate; 8

(c) One member appointed by the Minority Leader of the 1
Senate; 2
(d) One member appointed by the Speaker of the Assembly; and 3
(e) One member appointed by the Minority Leader of the 4
Assembly. 5
2. The Task Force shall: 6
(a) Analyze the energy and fuel chain supply of the State and 7
identify any risks relating to dependency of the State on fuel refined 8
in California and the dwindling California fuel output, including, 9
without limitation, economic, health and security vulnerabilities as a 10
result of such dependency; 11
(b) Investigate options to reduce the dependency of the State on 12
fuel refined in California, including, without limitation, a pipeline 13
from the Permian Basin located in Texas and New Mexico, 14
expanding imports from refineries in Utah and alternative fuels; and 15
(c) Recommend strategies to develop and ensure energy 16
resilience in the State, including, without limitation, 17
recommendations relating to enhanced fuel storage, the 18
development of emergency energy protocols and regulatory reforms. 19
3. The members of the Task Force serve without 20
compensation. 21
4. Any member of the Task Force who is an officer or 22
employee of this State or a local government must be relieved from 23
his or her duties without loss of regular compens ation to prepare for 24
and attend meetings of the Task Force and perform any work 25
necessary to carry out the duties of the Task Force in the most 26
timely manner practicable. A state agency or local government shall 27
not require an officer or employee who is a member of the Task 28
Force to make up the time the member is absent from work to carry 29
out his or her duties as a member, and shall not require the member 30
to take annual leave or compensatory time for the absence. 31
5. The Task Force shall, at its first meet ing, elect a Chair and 32
Vice Chair from among its members. 33
6. The Task Force shall meet at the call of the Chair or a 34
majority of the members of the Task Force. 35
7. A majority of the members of the Task Force constitutes a 36
quorum for the transaction of b usiness, and a majority of those 37
members present at the meeting is sufficient for any official action 38
taken by the Task Force. 39
8. The Office of the Governor shall provide the Task Force 40
with such administrative support as is necessary to assist the Task 41
Force in carrying out its duties pursuant to this section. 42
9. The Task Force may apply for and accept any gift, donation, 43
bequest, grant or other source of money to carry out the work of the 44
Task Force. 45

10. The Task Force shall prepare and submit a written report to 1
the Director of the Legislative Counsel Bureau for transmittal to the 2
84th Session of the Legislature not later than February 1, 2027. The 3
report must include, without limitation, the findings and 4
recommendations of the Task Force. 5
Sec. 2. Notwithstanding the provisions of NRS 218D.430 and 6
218D.435, a committee may vote on this act before the expiration of 7
the period for the return of a fiscal note in NRS 218D.475. This 8
applies retroactively from and after May 26, 2025. 9
Sec. 3. This act becomes effective on July 1, 2025. 10
