SENATE JOINT RESOLUTION—Urging Congress to call a
convention of the states to propose amendments to the
United States Constitution that impose fiscal restraints on
the Federal Government, limit the power and j urisdiction
of the Federal Government and limit the terms of office of
federal officials and members of Congress.
WHEREAS, The Framers of our United States Constitution 1
empowered states, Legislatures under Article V, to be guardians of 2
liberty against fut ure abuses of power by the Federal Government 3
by authorizing states to apply for a convention to propose 4
amendments to the Constitution; and 5
WHEREAS, It is the opinion of the Nevada Legislature that the 6
Federal Government has increased the national debt t hrough 7
imprudent spending; and 8
WHEREAS, It is the opinion of the Nevada Legislature that the 9
Federal Government has encroached upon the legitimate roles of the 10
states through the intrusive process of federal mandates, most of 11
which are largely unfunded; and 12
WHEREAS, It is the opinion of the Nevada Legislature that the 13
Federal Government has ceased to operate under a proper 14
interpretation of the United States Constitution; and 15
WHEREAS, It is the solemn duty of the states to protect the 16
liberty of our peop le, particularly for the generations to come, by 17
proposing amendments to the United States Constitution through a 18

convention of the states under Article V for the purpose of 1
restraining these and related abuses of power by the Federal 2
Government; now, therefore, be it 3
RESOLVED BY THE SENATE AND ASSEMBLY OF THE STATE OF 4
NEVADA, JOINTLY, That the members of the 83rd Session of the 5
Nevada Legislature hereby urge Congress, under the provisions of 6
Article V of the United States Constitution, to call a conventio n of 7
the states to propose amendments to the United States Constitution 8
that impose fiscal restraints on the Federal Government, limit the 9
power and jurisdiction of the Federal Government and limit the 10
terms of office for federal officials and members of C ongress; and 11
be it further 12
RESOLVED, That this application constitutes a continuing 13
application in accordance with Article V of the United States 14
Constitution until the legislatures of at least two-thirds of the several 15
states have made applications on the same subject; and be it further 16
RESOLVED, That the Secretary of the Senate prepare and 17
transmit a copy of this resolution to the Vice President of the United 18
States as presiding officer of the United States Senate, the Speaker 19
of the House of Representa tives, each member of the Nevada 20
Congressional Delegation and to the presiding officers of each of 21
the legislative houses in the several states, requesting their 22
cooperation; and be it further 23
RESOLVED, That this resolution becomes effective upon 24
passage. 25
