METHODOLOGY:
This bill requires any person or entity making independent expenditures exceeding $500,000 in support of or opposition to a candidate for governor, or more than $50,000 in aggregate for candidates for executive council, state senate, or state representative to file an itemized statement with the Secretary of State.

The Department of State indicates updates would be necessary to the electronic campaign finance reporting system to accommodate the new disclosure requirements. The estimated cost for these system modifications is $50,000.

It is assumed that any fiscal impact would occur after FY 2026.
