METHODOLOGY:
This bill requires the Department of Business and Economic Affairs to prepare an annual report on accessory dwelling units (ADUs). The report must include information on type, occupancy, affordability, conversion status, use as short-term rentals, and other data that will assist state and local planning efforts.

The Department states the bill would substantially increase its research, data collection, and reporting responsibilities, particularly for the Division of Planning and Community Development. The Department does not currently have the staffing capacity to compile ADU data from all 234 cities and towns and 22 unincorporated areas or to create and maintain a statewide reporting system for this information. The Department anticipates that at least two full-time positions would be necessary to collect data, work with municipalities, build and maintain the reporting system, and produce the required annual report
and would cost between $100,000 and $500,000. The Department did not provide specific positions to be authorized or specific appropriation amounts needed to administer this bill.
