STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twenty-Six

AN ACT
relative to expanding the housing finance authority's community heroes program and makes an appropriation therefor.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Housing Finance Authority; Affordable Housing Fund; Annual Appropriation. Amend RSA 204-C by inserting after section 57-a the following new section:
204-C:57-b Annual Appropriation. There is hereby appropriated annually the sum of $1,500,000 to the housing finance authority established in RSA 204-C, for deposit in the affordable housing fund established in RSA 204-C:57, for the purpose of establishing the housing finance authority's community heroes program. The housing finance authority shall not retain more than 10 percent of such appropriation for the purpose of offsetting administrative expenses of the community heroes program. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

2 Housing Fiance Authority; Community Heroes Directive. The housing finance authority shall establish a community heroes program to provide financial assistance to support homeownership for certain essential workers. Eligible borrowers shall be defined through housing finance authority rulemaking to include health care, daycare, and elder care workers, law enforcement officers, firefighters and first responders, educators, and active members of the armed services.

3 Housing Finance Authority; Appropriation. There is hereby appropriated to the housing finance authority the sum of $750,000 for the fiscal year ending June 30, 2027 for the purpose of expanding its community heroes initiative. The housing finance authority shall not retain more than 10 percent of such appropriation for the purpose of offsetting administrative expenses of the community heroes program. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

4 Effective Date.
I. Section 1 of this act shall take effect July 1, 2028.
II. The remainder of this act shall take effect 60 days after its passage.

METHODOLOGY:
This bill appropriates $750,000 in FY 2027 and $1,500,000 in FY 2028 and annually thereafter to the Housing Finance Authority to support the expansion of its community heroes initiative. The Housing Finance Authority shall not retain more than 10 percent of the appropriation for administrative costs. It also requires an increase in both its grant amount and maximum income eligibility limit, and introduces a new provision allowing recipients to apply grant funds toward interest rate reductions.
