STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twenty-Six

AN ACT
directing the department of health and human services to identify the impact of Medicaid changes on New Hampshire residents' access to health care.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Medicaid Impact Study; Protecting Access to Affordable Health Care for Granite Staters.
I. The commissioner of the department of health and human services shall prepare a report detailing the impact of Medicaid changes on New Hampshire residents, including:
(a) The number of Granite Staters whose health care coverage will be impacted when the recently enacted federal and state changes go into effect.
(b) The effect of recently enacted changes on non-profit health care organizations, including hospitals, community health centers, community mental health centers, and area agencies, including reductions in services and closures of facilities.
(c) The impact on timely access to care for Granite Staters.
(d) The impact of recently enacted changes on people who are on the Choices for Independence waiver and their family caregivers.
(e) The impact that reductions in federal money would have on the state’s budget.
(f) The ways in which the recently enacted changes will likely have a downshifting impact on local communities and providers.
II. The resulting report would identify areas in need of future legislation and assure Granite Staters receive comprehensive and appropriate health care.
III. The commissioner shall submit an interim report to the governor, the speaker of the house of representatives, the senate president, the house clerk, the senate clerk, and the state library by November 1, 2026. A final report shall be submitted by July 1, 2027.

2 Effective Date. This act shall take effect upon its passage.

METHODOLOGY:
This bill directs the Department of Health and Human Services to identify the impact of Medicaid changes on state residents' access to health care. The Department states that as part of its general duties, it routinely reports on the status of the Medicaid program which includes some, but not all, of the metrics included in the bill. The Department anticipates that current staffing levels are not sufficient for the additional workload necessary to meet all of the reporting requirements. As a result, the Department expects to issue a Request for Proposals (RFP) to procure external contractual services to fulfill these requirements. The Department anticipates a one-time cost of up to $500,000, of which half would be funded with general funds and half with federal funds.
