STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twenty Five

AN ACT
limiting local assistance to U.S. citizens or permanent legal residents.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Eligibility for Local Assistance; Citizenship or Legal Permanent Residence Required. Amend RSA 165:1, I to read as follows:
I. Whenever a [
person

United States citizen, or legal permanent resident
in any town is poor and unable to support himself
or herself

the person
shall be relieved and maintained by the overseers of public welfare of such town, whether or not [

the person
has residence there. For the purposes of this chapter the term "residence" shall have the same definition as in RSA 21:6-a.

2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill provides that local assistance shall be limited to United States citizens or permanent legal residents.

The New Hampshire Municipal Association states that this bill may reduce municipal welfare costs since fewer individuals and families will be eligible for assistance therefore creating an indeterminable decrease to local expenditures.

It is assumed that any fiscal impact would occur after FY 2025.
