ANALYSIS
This resolution reaffirms support for the sovereignty and democratic aspirations of the people of the Democratic Republic of the Congo (DRC) and urges continued monitoring and coordination with international partners to support peace building initiatives.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty-Six
A RESOLUTION
supporting peace and stability in the Democratic Republic of the Congo.
Whereas, the Democratic Republic of the Congo (DRC) continues to face ongoing conflict, humanitarian crises, and political instability, particularly in its eastern regions; and
Whereas, millions of Congolese civilians have been displaced due to violence perpetrated by armed groups both foreign and domestic, and countless others suffer from lack of access to basic services, food scarcity, and medical care; and
Whereas, New Hampshire is home to many members of the Congolese diaspora community whose lives continue to be affected by events in the Democratic Republic of the Congo; and
Whereas, on December 4, 2025, the United States of America and the Democratic Republic of the Congo signed a Strategic Partnership Agreement that is intended to foster peace and stability across the DRC, to accelerate and transform economic development for the increased prosperity of the Congolese people, and to strengthen the national security and stability of the DRC for the benefit of its people; and
Whereas, on December 4, 2025, the Presidents of the United States, the DRC, and the Republic of Rwanda signed the Washington Accords for Peace and Prosperity, with the goal of ensuring regional cooperation that will allow the people of DRC and the region to realize peace, stability, and a more prosperous future; and
Whereas, despite the Strategic Partnership Agreement and the Washington Accords, violence has continued to escalate in the eastern DRC, with regional countries and their armed militias continuing to carry out paramilitary operations in violation of the Washington Accords thereby undermining prospects for peace, stability, and prosperity; and
Whereas, the United States has a longstanding commitment to promoting peace, sustainable development, human rights, and democratic governance around the world; and
Whereas, international cooperation and sustained diplomatic engagement are essential to supporting the Congolese people and fostering long-term stability in the region; now, therefore, be it
Resolved by the House of Representatives:
That the New Hampshire house of representatives:
I. Reaffirms its support for the sovereignty, territorial integrity, and democratic aspirations of the people of the Democratic Republic of the Congo;
II. Urges the United States government to increase diplomatic efforts and humanitarian assistance aimed at resolving the continued armed conflict and addressing the needs of displaced populations;
III. Expresses hope that American efforts will give priority to improving the lives of the Congolese people rather than extracting wealth and resources from the DRC;
IV. Observes that Article III, Section 2(d) of the Strategic Partnership Agreement expresses the parties’ intent to explore opportunities for cooperation between them in the areas of judicial reform, anti-corruption measures, and public administration capacity in the DRC, and calls on the United States to identify and implement such opportunities for the purpose of achieving long-term stability for the Congolese people;
V. Further observes that Article XIV, Section 2, of the Strategic Partnership Agreement requires the parties to seek to identify ways to increase cooperative opportunities between universities and educational institutions in the United States and the DRC, and calls on the United States to fulfill its commitments by identifying and implementing such educational opportunities;
VI. Further observes that Article XIV, Section 4, of the Strategic Partnership Agreement requires the parties to prioritize judicial reforms aimed at increasing the capacity and reliability of DRC judicial institutions to reduce judicial corruption and to support a predictable investment climate in accordance with the ongoing national reform agenda in the DRC, and calls on the United States to fulfill its commitments by prioritizing the implementation of judicial reforms in the DRC;
VII. Encourages coordination with international partners, including the United Nations and African Union, to support peacebuilding initiatives, and enforce accountability and transparency measures with the expressed goal of weeding out corruption; and
VIII. Calls for continued monitoring of the situation and regular reporting to Congress on progress toward peace and stability in the Democratic Republic of Congo.
