This bill removes a requirement that the municipal public welfare administrators make an annual report to the department of health and human services regarding the number of people assisted by the municipality and the cost of such support. STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twenty-Six

AN ACT
relative to removing an obsolete annual reporting requirement by municipal overseers of public welfare to the department of health and human services and repealing the department of health and human services reporting requirement on 10-year demographic cost projections.

Be it Enacted by the Senate and House of Representatives in General Court convened:

54:1 Overseers of Public Welfare; Duties; Removal of Annual Reporting Requirement. Amend RSA 41:46 to read as follows:
41:46 Duties. Overseers of public welfare shall keep full and accurate records of the assisted persons fully supported, the persons relieved and partially supported, and the travelers and vagrants lodged at the expense of their respective towns, together with the amounts paid by them for such support and relief[
, and shall make an annual return of the number of said persons supported and relieved, with the cost of such support and relief, to the department of health and human services, on or before July 1 in each year, on blanks furnished by said department
]. The commissioner of the department of health and human services may designate an overseer of public welfare to act on his
or her
behalf in the administration of old age assistance, aid to families with dependent children and aid to the permanently and totally disabled. Actions of such overseers shall be limited to assisting applicants to complete applications, verifying statements on applications and recertifying recipients as required by law.

54:2 Legislative Report of 10-Year Current Services Cost Projections; Reference Removed. Amend RSA 9:9-f to read as follows:
9:9-f Legislative Report of 10-Year Current Services Cost Projections. On or before February 1 of each budget year, prior to the transmission of the budget to the legislature under RSA 9:2, the legislative budget assistant shall provide to the house and senate finance committees, a report with the 10-year current services cost projections described in RSA 9:9-d [
and RSA 9:9-e
] and any other relevant factors identified by the legislative budget assistant or the state agencies listed in RSA 9:9-d [
and RSA 9:9-e
]. The report also shall be posted on the general court website.

54:3 Repeal. RSA 9:9-e, relative to department of health and human services 10-year demographic cost projections, is repealed.

54:4 Effective Date. This act shall take effect upon its passage.
