STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty-Six
AN ACT
making an appropriation to the city of Nashua for the purpose of purchasing the former Daniel Webster College property.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Declaration of Purpose.
I. The state of New Hampshire has the responsibility to provide for the safety and security of Granite Staters. This responsibility includes ensuring foreign countries of concern as defined by RSA 477:22-b do not own any property near New Hampshire's critical infrastructure. The state of New Hampshire shall execute its responsibility by providing the financial means, when appropriate, to prevent such ownership in our communities.
II. The approximately 53 acre former Daniel Webster College property, owned by a company based in a foreign country of concern, is adjacent to Nashua's airport, which is judged to be infrastructure essential to the safety and security of Granite Staters.
2 Appropriation. The sum of $20,000,000 for the biennium ending June 30, 2027 is appropriated to the city of Nashua for the purpose of purchasing the former Daniel Webster College property. This sum is in addition to any other sums appropriated to the city of Nashua for the biennium. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
3 Effective Date. This act shall take effect July 1, 2026.

METHODOLOGY:
This bill provides a general fund appropriation of $20,000,000 in FY 2027 to the City of Nashua for the purpose of purchasing the former Daniel Webster College property. It should be noted, to be consistent with standard practice, appropriations should be made to a state entity (agency, department, etc.) for distribution, rather than directly to a political subdivision or any other non-state entity.
