STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twenty-Six

AN ACT
making an appropriation for each full-time student eligible for the in-state tuition rate enrolled in the university system of New Hampshire.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Education; State College and University System; In-State Tuition Appropriation. Amend RSA 187-A by inserting after section 25-a the following new section:
187:25-b In-State Tuition; Appropriation. Beginning in fiscal year 2027 and for each fiscal year thereafter, the sum of $300 for each full-time student in this state enrolled in the university system of New Hampshire, who is also eligible for an in-state tuition rate is hereby appropriated to the university system of New Hampshire for the purpose of reducing in-state tuition costs for qualifying students. The number of full-time students enrolled in the university system of New Hampshire in this state who are also eligible for an in-state tuition rate shall be calculated every October 1. The total appropriation for each year of the biennium shall be limited to $5,400,000. These funds shall be non-lapsing. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

2 Effective Date. This act shall take effect July 1, 2026.
