An Act
concerning drowning and supplementing Title 26 of the
Revised Statutes.

Be It
Enacted
by the Senate and General Assembly of
the State of New Jersey:

���� 1.��� Every hospital that
provides inpatient maternity services and every birthing center licensed in the
State pursuant to P.L.1971, c.136 (C.26:2H-1 et seq.) shall offer a parent or
guardian of a newborn child the opportunity to view a video, approved by the
Commissioner of Health, on the dangers of drowning for infants and young
children.� The Department of Health shall publish a list of approved drowning videos
with links thereto on the department�s Internet website.

���� 2.��� This act shall take
effect 120 days following the date of enactment.

STATEMENT

���� This bill requires birthing
centers and hospitals to offer parents of newborn children the opportunity to
view a video on the dangers of drowning for infants and young children.

���� Under the bill, every hospital
that provides inpatient maternity services and every birthing center licensed
in the State pursuant to P.L.1971, c.136 (C.26:2H-1 et seq.) is to offer a
parent or guardian of a newborn child the opportunity to view a video, approved
by the Commissioner of Health, on the dangers of drowning for infants and young
children.� The Department of Health is to publish a list of approved drowning videos
