An Act
requiring the New Jersey Motor Vehicle Commission to
establish
a centralized license plate search system and supplementing
Title 39 of the Revised Statutes.

����
Be It
Enacted
by the Senate and General Assembly of
the State of New Jersey:

���� 1.��� a.� The Chief Administrator
of the New Jersey Motor Vehicle Commission, in consultation with the
Administrative Office of the Courts and municipal courts, shall establish and
maintain a centralized license plate search system.� The search system shall
allow the owner or operator of a motor vehicle registered in this State to:�

���� (1)�� enter the license plate
number of the motor vehicle and view any outstanding motor vehicle or parking
violations associated with the motor vehicle; and

���� (2)�� electronically pay fines
associated with violations viewed pursuant to paragraph (1) of this subsection.

���� b.��� The chief administrator
shall ensure that the search system meets cybersecurity standards to prevent
unauthorized access to the search system and ensure that all data is encrypted
to protect the privacy of the data included in the search system.

���� c.���� The chief administrator
may adopt, pursuant to the �Administrative Procedure Act,� P.L.1968, c.410
(C.52:14B-1 et seq.), any rules or regulations necessary for the implementation
of this section.

���� 2.��� This act shall take
effect on the first day of the seventh month next following enactment.�
However, the chief administrator may take any anticipatory administrative
action in advance as shall be necessary for the timely implementation of this
act.

STATEMENT

���� This bill directs the Chief
Administrator of the New Jersey Motor Vehicle Commission, in consultation with
the Administrative Office of the Courts and municipal courts, to establish and
maintain a centralized license plate search system.� Under the bill, the search
system is required to allow an owner or operator of a motor vehicle registered
in New Jersey to:� (1) enter the license plate number of the motor vehicle and
view any outstanding motor vehicle or parking violations associated with the
motor vehicle; and (2) electronically pay fines for these violations.� The
search system is required to meet cybersecurity standards and ensure that all
data is encrypted.
